The Delegation for relations with the Korean Peninsula of the European Parliament (DKOR) had a fruitful three-day visit in Seoul, South Korea (19-21 September 2022). DKOR and the National Assembly of Korea held the 22nd Inter-Parliamentary Meeting, the first one since the start of the pandemic (previous one was held in 2019, in Brussels). The Members of the European Parliament met with the Speaker and the deputy-Speaker of the National Assembly, as well as with key Ministers. The Bureau of DKOR had the opportunity to meet with the Prime Minister of South Korea.[..]

The EU strongly condemns the significant increase of illegal missile launches by the Democratic People's Republic of Korea (DPRK), including, an intercontinental ballistic missile and the short-range ballistic missile that landed south of the Northern Limit Line.
These actions represent a dangerous escalation in the DPRK's repeated violation of UN Security Council resolutions. The unprecedented number of DPRK ballistic missiles launched in 2022 represents an alarming illustration of its intention to continue undermining the global non-proliferation regime. This poses a grave threat to all nations and undermines international and regional peace and security. [..]

Press Statement of the DKOR mission to Seoul, the Republic of Korea - 19-21 September 2022The Delegation for relations with the Korean Peninsula following their mission to the Republic of Korea, 19-21 September 2022, issued a Press Statement on 21 September 2022:

In this context, the Chair of the delegation, Mr Lukas MANDL (EPP, AT) underlined the unwavering support of the European Parliament for the EU-South Korea strategic partnership and the determination to further reinforce inter-parliamentary cooperation.

"The European Union and South Korea are close partners, which share a like-minded approach to democracy, freedom and human rights. In a challenging international and regional environment, it is high time to reinforce cooperation and understanding between democracies. Parliamentary diplomacy has a key role to play in this respect." declared the Chair.

Underlining the significant consequences of the Russian war in Ukraine on European and global security, the Chair welcomed South Korea's support for Ukraine, for freedom and peace in Europe. "South Korea has a lot of experience in dealing with conventional military threats as well as with hybrid threats. Due to the Russian aggression both kinds of threats form the dominant challenges on European soil these days. I highly appreciate the clear stance of South Korea for freedom and peace" said Mr Mandl.

The Chair equally emphasized "that DKOR is closely following developments and engaging with the Republic of Korea, but also, whenever possible, with the Democratic People's Republic of Korea, and is therefore ready to contribute to peace in the Peninsula".

The Vice-Chair of DKOR, Mr César LUENA (S&D, ES) declared: "EU and South Korea are key partners and we were happy to see that following the presidential elections and change of power in South Korea, the country's vibrant democracy and debates among parties are as active as before. We welcome the adoption of sanctions against Russia by South Korea".

The Members of the European Parliament had constructive exchanges with their interlocutors on numerous topics, such as the recent developments in the trade relations, including market access for European beef, while "always being aware the outstanding and even unique mutual success of the Free Trade Agreement for both South Korea and the EU", underlined the Chair, Mr Mandl. EU's and South Korea's efforts in combating climate change and in facilitating the energy transition have also been discussed, as well as gender equality and the progress in the ratification of the ILO conventions by South Korea. The human rights situation in North Korea has been a matter of particular concern for the delegation.

The Chair of DKOR, Mr Mandl, equally emphasized "the importance for the EU and South Korea to strengthen cooperation in the fields of security and defence in order to positively contribute to peace and to the respect of global rules".

The 18th meeting of the Joint Committee between the European Union (EU) and the Republic of Korea (RoK) was held in Seoul on 28 June 2022. This was an opportunity to review achievements in bilateral and strategic cooperation and frame further collaboration in the run up to a bilateral Summit meeting planned to take place later this year in Seoul.

The EU and the RoK condemned Russia's unjustified and unprovoked invasion of Ukraine as a blatant violation of international law and in particular the UN Charter. They concurred that Russia must cease its military aggression and withdraw all forces and equipment from the entire territory of Ukraine immediately and unconditionally, while fully respecting Ukraine's territorial integrity, sovereignty and independence within its internationally recognised borders.

They discussed the impact of Russia's war of aggression on the broader security environment in the Indo-Pacific, as well as global food security, and stressed the importance of the upholding of the rules-based international order. They identified avenues to cooperate closer on economic security, notably on the resilience of supply chains. They committed to further strengthen coordination in implementing their post-COVID-19 economic recovery strategies with a view to ensuring that they are "green", "digital", socially inclusive and based on free and fair trade.

The Chair of the EP Delegation for relations with the Korean Peninsula (D-KOR), Lukas MANDL (EPP, AT) issued the following statement today:

"The European Parliament's Delegation for relations with the Korean Peninsula stands in solidarity with Korean people following the tremendous flooding caused by record rainfall which has left victims, injured people, land-slights and severe damages in most of the Peninsula.

We are saddened by the intense magnitude of this tragic calamity and continued torrential precipitation overnight and into this morning. We are worried by more rain forecast for the next few days.

The Korean Peninsula Delegation extends deepest sympathy to the citizens, particularly to those in the affected area who were stranded and have experienced destruction and devastation first-hand.

We offer our condolences to families and friends who have lost loved ones. Our hearts and our thoughts stand with them."

The Council added 8 individuals and 4 entities to the list of those subject to the restrictive measures against the Democratic People's Republic of Korea (DPRK). These restrictive measures consist of a travel ban, an asset freeze and a prohibition to make funds or economic resources available to those listed.

The new listings include individuals who have held leading positions in institutions that are engaged in the development of the missile programme and individuals and entities that have engaged in sanctions evasion activities that could generate funds for the illegal weapons programmes. [..]

The Democratic People's Republic of Korea (DPRK) remains one of the most repressive countries in the world. The government does not allow any political opposition, free and fair elections, free media, religious freedom, freedom of association, collective bargaining or freedom of movement and therefore does not respect the principle of the rule of law.

Parliament reiterated its strong condemnation of the decades-long state repression exercised in a systematic manner by the present and past Supreme Leaders and administration of the DPRK. It called on Kim Jong-un to stop the policy of extermination, murder, enslavement, torture, imprisonment, rape, forced abortions and other sexual violence, persecution on political, religious, racial and gender grounds, the forcible transfer of populations, the enforced disappearance of persons, the inhumane act of knowingly causing prolonged starvation and the institutionalised impunity for the perpetrators of these acts. The Democratic People's Republic of Korea's (DPRK) repeated missile launches, most recently on 27 January, are a threat to international and regional peace and security and go against international efforts to resume dialogue and engage in actions to help the country's people.

The DPRK must comply fully with its obligations under relevant UN Security Council Resolutions. The EU reiterates its call on the DPRK to cease destabilising actions and respond constructively to the readiness for dialogue expressed by the United States and the Republic of Korea.

The EU stands ready to support any new and meaningful diplomatic process. The EU is committed to the objective of the DPRK abandoning its weapons of mass destruction, ballistic missiles and existing nuclear programmes in a comprehensive, verifiable and irreversible manner.
