Chair of the Delegation for Relations with India, Morten LØKKEGAARD (RENEW, DA) welcomed on Thursday 23 March 2023 Members from the Parliament of India for the 14th EU-India Inter-parliamentary meeting (IPM).

The meeting was held in remote format with the agenda covering the G20 Presidency of India, trade, investment, green transition and digital transformation.

Following the departure of Mr Gade, Mr Løkkegaard was elected Chair of the Delegation for relations with India.Michael Karnitschnig, Director for External relations at the Secretariat General of the Commission and Rensje Teerink, Deputy Director for Asia and the Pacific at the EEAS, took part in the exchange of views on India's G20 priorities followed by an intervention from Mr. Debasish Prusty, Chargé d'Affairs at the Indian Embassy. India's priorities for the G20 reflect its domestic priorities, plus the Global South agenda, with a focus on debt distress, access to finance and technology transfer. With climate change at the heart of its presidency, India would like a green development pact to be agreed. Technological/digital transformation is also a priority.

The meeting focused on the recent developments in the relations between India and the EU in the area of foreign and security cooperation. The meeting was an opportunity to discuss India's position regarding the Russian war on Ukraine with Gunnar Wiegand, (Asia and the Pacific at the EEAS), & Dr. Christophe Jaffrelot, Senior Research Fellow, Professor at King's College London, President of the French Association of Political Science. Members questions focused on EU - India Trade and Technology Council, the status of democracy and rule of law in India, the relations between India and China, the relations between Islamabad and New Delhi.

H.E. Ambassador Santosh Jha, Mission of India to the EU and Mr Giogkarakis-Argyropoulos, Head of Division South Asia, EEAS, held an exchange of views on "State of play of the EU - India relations". The Ambassador emphasized the significant deepening of the EU - India partnership over the past two years, in particular in the areas of connectivity, climate change, maritime security and human rights. Mr Giogkarakis-Argyropoulos mentioned the importance of working with EU's partners, in particular strategic ones, such as India. The next EU - India Summit is expected to take place towards the end of the year

The Joint meeting was held with all three Delegation Chairs and with Members from the Japan and India delegations. H.E. Ambassador Caroline Millar, Mission of Australia to the EU, H.E. Ambassador Santosh Jha, Mission of India to the EU and H.E. Ambassador Yasushi Masaki, Mission of Japan to the EU addressed the delegations on "The EU Indo-Pacific Strategy and the security implications of QUAD" engaging equally in outlining their main security concerns, while David McAllister, AFET Chair and SEDE rapporteur presented the main features of the SEDE report and of the security implications of the Indo-Pacific Strategy. The Delegation Chairs and Ambassadors look forward to the adoption by SEDE and then by Plenary of the McAllister report.

Joint statement of 22 June 2020 on current tensions at the Sino-Indian border Leading MEPs regret current tensions at the Sino-Indian border

Regret the casualties incurred during recent tensions
Call upon India and China to avoid any further escalation
Appeal on India and China to settle down their disagreements in a peaceful manner through dialogue

The Chair of the European Parliament's Committee on Foreign Affairs, David McAllister (EPP, DE), the Chair of the Delegation for relations with the People's Republic of China, Reinhard Bütikofer (The Greens/EFA, DE), and the acting Chair of the Delegation for relations with India, Tudor Ciuhodaru (S&D, RO), issued the following statement on Monday:

"We deeply regret the casualties incurred during recent tensions at the Line of Actual Control between India and China and convey our sympathy and condolences to the affected families.

As strategic partners of the European Union, we call upon India and China to avoid any further escalation, not least in view of their extremely important role for peace and stability in the region and globally.

We appeal to India and China to resolve their disagreements in a peaceful manner through dialogue.

Last but not least, we stand ready to engage with both countries by means of parliamentary diplomacy."

The European Parliament's Delegation for Relations with India will be paying an official visit to Delhi on 20 and 21 December 2021. The delegation will be composed of 5 MEPS and led by Chair, Mr. Søren Gade, (RENEW). The purpose of the visit is to engage with the Parliament of India, with Government representatives and with civil society.

At the 2005 EU-India Summit, held in 2005, leaders adopted the EU-India Joint Action Plan (the 'JAP') for the Strategic Partnership.

The JAP included five sections:

Strengthening dialogue and consultation mechanisms;
Political dialogue and cooperation;
Bringing together peoples and cultures;
Economic policy dialogue and cooperation;
Developing trade and investment.

Three years later, in 2008, the Plan was updated. The 2008 JAP contained a review of the accomplishments related to the goals of the 2005 JAP. The updated document also identified four new activities, with the objective of promoting international peace and security and working together towards achieving economic progress, prosperity and sustainable development:

Promoting peace and comprehensive security;
Promoting sustainable development;
Promoting research and technology;
Promoting people-to-people and cultural exchanges.

One of the goals listed within the fourth section is "to strengthen dialogue between the two Parliaments."

The last meeting of the India Delegation prior to Brexit took place on 27 January 2020, under the chairmanship of Mr Dinesh Dhamija (UK, Renew).
Ms Caroline Vinot, EEAS Head of Unit, briefed the delegation on the recent official visit by the HR/VP Josep Borrell and updated Members on preparations for the forthcoming EU-India summit, scheduled to take place in March 2020.

On Monday 9 December the Chair of the Delegation, Dinesh Dhamija welcomed Her Excellency, Ambassador Gaitri Issar Kumar for an exchange of views with the delegation members. India and the EU have been strategic partners since 2004. In 2018, the EU adopted its new Strategy on India, which not only comprises a wide range of cooperation areas, but also aims at adding momentum to this relationship, that has not reached its full potential. Concern and disappointment that as yet it has not been possible to make more progress on the EU-India Free Trade Agreement -the Ambassador pointed out that a new scoping exercise was underway and that a new Administration in Delhi and a new DG Trade would be an opportunity to re-launch the stagnant negotiations.

Unfortunately Ambassador Gaitri Issar Kumar, will not be available this meeting and will meet the delegation on another occasion. An exchange of views with colleagues from the EEAS (by video conference) will take place as scheduled.
