This meeting of the Delegation to the Euro-Latin American Parliamentary Assembly (DLAT) took place on 26 June 2023 and was dedicated to the preparation the 15th EuroLat plenary session to take place in Madrid from 24-27 July 2023 and the Preparation of the Message by the Co-Chairs to the EU-CELAC Summit, taking place in Brussels (Belgium) from 17-18 July 2023.

It also included an Exchange of views on the conclusions of the XXVIII Ibero-American Summit of Heads of State and Government that had taken place on 25 March 2023, in Santo Domingo, Dominican Republic, with the participation of Andres Allamand, Secretary-General of the Ibero-American General Secretariat (SEGIB www.segib.org).

EP Plenary: Speech by High Representative/Vice-President Josep Borrell on the situation in Nicaragua

Mr President, Honourable Members of the European Parliament,

This is the seventh debate on Nicaragua since the end of 2019. It shows the importance that the European Parliament gives to the situation in Nicaragua - and rightly so.

So, allow me to thank you for this continued and strong interest, and to reiterate that I fully share your concerns regarding the continuous deterioration [of the] human rights situation in this country. You know that the European Union's position has been clear and consistent in its strong condemnation of the systemic repression that the people of Nicaragua is suffering.

We have repeatedly been calling for the liberation of all political prisoners, for the return to the rule of law, for the return of international human rights organisations in the country, and for the dialogue between the regime and the opposition.

This is a long story. We first introduced sanctions in October 2019. I was still not there, I was at the time Minister of Foreign Affairs in Spain, paying the same attention to the Nicaragua situation that you were here in Brussels and Strasbourg.

A new EU agenda with Latin America and the Caribbean

HR/VP Blog - Last Wednesday, together with the European Commission, I set out a new agenda for strengthening relations between the EU and Latin America and the Caribbean. We already have strong ties with the region but in the new geopolitical context, we need a qualitative leap forward. For that purpose, the EU-CELAC summit next month will be crucial.

Since I became HRVP in 2019, I made it part of my mission to strengthen our "other transatlantic relationship", the one with Latin America and the Caribbean (LAC). This region has traditionally been a foreign policy priority for some of our member states, such as Spain and Portugal, who have strong historical ties, but I am determined that it become a strategic priority for the Union as a whole.

We already have a dense network of agreements with 27 out of 33 countries of the region. Our economic ties are also strong: European Foreign Direct Investment (FDI) in the LAC region is bigger than our FDI in India, China and Japan combined. Millions of people from the LAC region live in the EU and vice versa and our two regions are also closely aligned in terms of interests and values. However, in recent years, other actors, notably China, have been very active in strengthening their economic and political footprint in the region.

Latin America and the Caribbean: College read-out by High Representative/Vice-President Josep Borrell on a New Agenda for Relations between the EU and Latin America and the Caribbean

Today, the European Commission and the High Representative are presenting a proposal to build a closer and modernised strategic partnership with Latin America and the Caribbean.

Everybody knows that we are among the world's most closely aligned regions in terms of interests and values, so we are natural partners.

Our partnership has always been positive because it is built on common history and shared values.

But sometimes this partnership was taken for granted, or even neglected.

And the fact is, in the last years - many years, too many years - [there has] not been a Summit between the two regions. And I think that this has to change, clearly, and this is the purpose of the [Joint] Communication [on a New Agenda for Relations between the EU and Latin America and the Caribbean], to boost the process, to send an important message. Because in the current geopolitical context, to reinforce the relationship, the partnership between the European Union and Latin America and the Caribbean, is a strategic imperative.

Excelentísima señora Vicepresidenta, Doña Francia Márquez.

Queridos Leire y Adrián, de la Fundación EULAC.

Querida Secretaria de Estado, que nos acoge en esta casa de la Cooperación Española cooperación en el sentido más amplio y noble de la palabra que ha reclamado la señora Vicepresidenta.

Gracias a la Agencia de Cooperación Internacional por acogernos en este Centro de Formación y a todos los que han acudido a nuestro llamado con un objetivo modesto y a la vez trascendente, que es reflexionar juntos sobre de qué manera podemos cooperar mejor desde una relación de iguales y desde, como solemos decir, valores compartidos.

Señora Vicepresidenta, yo tengo que hacer lo que se llama el keynote speaker, es decir enmarcar el debate y lanzar pelotas a la cancha para que los demás golpeen el balón. Y voy a intentar también hacer algún comentario a sus palabras, esto tiene que ser un diálogo, vamos a dejar la formalidad diplomática de lado pues estamos aquí para hablarnos y rebotar ideas entre nosotros. Y tenemos el privilegio de poderlo hacer, de reflexionar, de escuchar y aprender juntos, nosotros los europeos escuchando a las voces latinoamericanas y caribeñas que nos acompañan.

Gracias por venir, y gracias por tener la oportunidad de hacerlo en esta ciudad maravillosa, Cartagena, patrimonio histórico y cultural de la humanidad, por cuyas calles se puede encontrar uno con la sombra -o al menos el recuerdo- de Gabriel García Márquez, porque ¿Quién no ha leído 'El amor en los tiempos del cólera'? o ¿Quién no se ha inspirado en 'Del amor y otros demonios', que andan pululando por las noches cartageneras?

The 14th EuroLat plenary session took place in Buenos Aires (Argentina) from 11-14 April 2022.

The Eurolat Members discussed the follow up to the COVID-19 pandemic in Latin America and the Caribbean, its economic and social consequences and the road to recovery under the title of "A fair and inclusive economic recovery in peace". The pandemic has led to unprecedented losses of lives, a deep economic downturn, and had a profound negative impact on employment, poverty, education, public health and living conditions in both regions.

This meeting was the first occasion for the 150 EuroLat members to meet again in person since the beginning of the pandemic in 2020. The Co-Presidents of the EuroLat Assembly, Javi López MEP, President of the European Parliament's Delegation to the Euro-Latin American Parliamentary Assembly, and Oscar Darío Pérez Pineda, President of the Latin American component, co-chaired the plenary meeting, which was held over two days throughout the programme.

The four committees of Eurolat as well as the Working Groups and Fora met in two-hour sessions each. This plenary session was the first time that the Working Group on Food Security and Fight against Hunger met and elected its Chair, after a Eurolat Bureau decision of May 2021. The unprovoked Russian invasion of Ukraine has further destabilised already fragile agricultural markets which were already under pressure due to the Covid-19 pandemic and climate change. As a result, agriculture all over the world is under pressure with potential implications about global food security.

The Eurolat Chair, Mr Javi López, had invited the Vice-President of the Argentinian Republic and President of the Honourable Senate of the Nation, Ms Cristina Fernández de Kirchner, as well as other high-level speakers for this plenary session.

The 13th EuroLat plenary session debated the COVID-19 pandemic and its consequences

The Euro-Latin American Parliamentary Assembly (EuroLat) held its 13th plenary session on 4 and 5 November 2020 to discuss the COVID-19 pandemic in Latin America and the Caribbean, its economic and social consequences and the road to recovery. The pandemic has led to unprecedented economic losses and had a profound negative impact on employment, poverty, education, public health and living conditions in both regions.

Due to the restrictions imposed by the pandemic, the 150 EuroLat members met for the first time in the history of EuroLat remotely. The Co-Presidents of the EuroLat Assembly, Javi López MEP, President of the European Parliament's Delegation to the Euro-Latin American Parliamentary Assembly, and Jorge Pizarro, President of the Latin American Parliament, co-chaired the plenary meeting, which was held over two days with two hours of plenary debate per day. The successful development of the Plenary, held 11 months after the 12th Plenary Session in Panama in December 2019, has ensured the normal functioning of the Assembly despite the pandemic.

The EU High Representative for Foreign Affairs and Security Policy and Vice President of the European Commission, Josep Borrell addressed participants through a video message, in which he reaffirmed the EU's commitment to Latin America. He pledged to work to strengthen and revitalise the EU-LAC strategic partnership and suggested holding a bi-regional summit in 2021.
