Constitutional revision in Chile: MEPs conclude their visit

A delegation of the Committee on Constitutional Affairs travelled to Chile (19 - 21 June) to discuss with authorities and civil society the second attempt to draft a new Constitution.

The Constitutional Affairs Committee delegation looked into the drafting of a second draft for a new Constitution, after the first one was rejected in the September 2022 referendum. Driven by MEPs' interest for the region's democratic development and in light of the potential revision of the EU Treaties, MEPs met parliamentarians from both houses, government and political representatives, and academics and civil society leaders.

The delegation was led by the Chair of the Committee Salvatore De Meo (EPP, IT), and comprised Loránt VINCZE (EPP, RO), Sven SIMON (EPP, DE), Pedro SILVA PEREIRA (S&D, PT), Gabriele BISCHOFF (S&D, DE), Gerolf ANNEMANS (ID, BE).

Statement

Chair De Meo commented at the end of the visit, on behalf of the delegation: "We had several meetings with civil society, academics, experts and politicians on the constitutional process ongoing in Chile, and we are grateful for the rich exchange of views with all interlocutors. With its second attempt to write a new constitution, Chile is showing courage and determination. The proposal made by the Commission of Experts seems to be a solid basis for the Constitutional Council to begin its work. It will be fundamental that all political parties are engaged in the dialogue, that citizens' needs are taken fully into consideration, and that all stakeholders and sectors fell ownership of the final text. The timeframe is rather short, as on 17 December 2023 citizens will be asked to vote on a constitutional referendum. We wish a successful ending to this process, to make democracy stronger and increase citizens' trust towards public institutions."

Foreign Affairs Committee MEPs conclude visit to Chile

A delegation of MEPs visited Chile from 19 to 20 June in view to strengthening the EU-Latin America strategic partnership.

MEPs from the Foreign Affairs Committee in the European Parliament visited Santiago and Valparaíso in Chile for the past two days for talks with Chilean high-level political representatives, civil society groups and think tanks. The focus of the visit was to restate the EU's interest in engaging more with partners in Latin America at a time of geopolitical shifts and ahead of the upcoming summit between the EU and the Community of Latin American and Caribbean States (CELAC) in Brussels on 17-18 July 2023.

Concluding the visit, the Chair of the delegation, David McAllister (EPP, Germany), said: "Our visit to Chile clearly demonstrates the EU's strong interest in strengthening our political partnership and engagement with the countries of Latin America. Reinforcing our friendship with Chile, our key partner in the region, is particularly important. The EU's offer is to provide partners with high quality investment accompanying the fair, green and digital transitions. Strategically, it is also important to work together towards strengthening the international rules based order. Chile's clear stance on Russia's illegal war of aggression against Ukraine in the United Nations General Assembly is extremely important".

EU-Chile: Trade MEPs welcome today's agreement

After the conclusion of talks on an updated trade agreement between the EU and Chile, the Chair of the Trade Committee and the Standing Rapporteur for Chile made the following statement.

Bernd Lange (S&D, DE), Chair of the Committee on International Trade (INTA)

"It is good to see that there is a political conclusion on the trade part of the EU-Chile Advance Framework Agreement. I expect the final agreement to be submitted to the European Parliament as soon as possible, so that we can start our scrutiny of the agreement without delay and finalise the consent procedure before the end of the current legislature in mid-2024.

The new agreement contains many positive elements such as a historic stand-alone chapter on gender and trade, which was an explicit demand from the European Parliament. Apart from the values it enshrines and the possibilities it brings, it will contribute to a fairer and more equitable green transition for both partners. The agreement in principle is also a signal that the EU is willing to engage with likeminded partners in pursuit of sustainable and rules-based global trade.

EU-Chile: MEPs welcome new Advanced Framework Agreement, major achievement in EU's Latin American policy

Joint statement on the conclusion of the negotiations on a new EU-Chile Advanced Framework Agreement, by MEPs Inmaculada Rodríguez-Piñero and Javi López.

On Friday 9 December, Inmaculada Rodríguez-Piñero (S&D, ES), Chair of the Delegation to the EU-Chile Joint Parliamentary Committee, and Javi López (S&D, ES), Chair of the Delegation to the Euro-Latin American Parliamentary Assembly, issued the following statement on behalf of the said delegations:

"We welcome the conclusion of the negotiations on a new EU-Chile Advanced Framework Agreement by the negotiating parties. This was a stated priority for both partners and takes place 20 years after the signing of the EU-Chile Association Agreement, which was the first agreement signed by the European Union with a Latin American country and has had very positive consequences on our peoples;

Chile: Statement by the Spokesperson on the constitutional referendum

Chile held a historic plebiscite on Sunday, when the Chilean people turned out peacefully in massive numbers and ultimately chose by a clear and large majority not to approve the proposed text of the new constitution.

The EU takes note of the commitment expressed by President Boric and across the political spectrum on the need to pursue the constitutional process, in keeping with the desire of the Chilean people for a new constitutional settlement that gathers the support of a wide majority of citizens.

The EU intends to continue strengthening its relationship with Chile, based on our long-standing partnership and on our shared values and interests and stands ready to share its experience of building more inclusive and more prosperous democratic societies.

EP delegation to assess progress in EU-Chile deal modernisation

The delegation of eight MEPs led by trade committee chair Bernd Lange (S&D, DE) starts talks in Santiago on 23 May. The goal of the visit is to get first-hand information on the status of the pending conclusion of the modernised Association Agreement, in particular its parts on trade and investment. MEPs also plan to discuss sustainability, gender equality, rights of indigenous peoples and issues related to the global green transition, such as green hydrogen.

Talks with the government

The delegation will meet several members of the new Chilean government, including the Ministers of Foreign Affairs, Mining and Energy, as well as the Minister Secretary-General of the Presidency and the Undersecretary of Foreign Economic Relations.

They also hold talks with their counterparts in the Chilean parliament, meet key business associations, trade unions and various civil organisations dealing with human rights issues, trade, gender and women's rights before heading back to Europe on 25 May.

En nombre de mi Delegación, deseo felicitar a Gabriel Boric por su victoria en las elecciones presidenciales del 19 de diciembre, felicitación que se hace extensiva a todo el pueblo chileno por el desarrollo de unas elecciones que han sido ejemplares.

Tanto el futuro gobierno de Gabriel Boric como el Congreso de Chile recientemente elegido deberán hacer frente a numerosos desafíos, entre los que figuran la recuperación postpandemia y la lucha contra el cambio climático, y deberán llevar a cabo las transformaciones económicas y sociales que reclama el pueblo chileno. The Chair of the Delegation to the EU-Chile Joint Parliamentary Committee, Inmaculada Rodríguez-Piñero, and the Chair of the Foreign Affairs Committee, David McAllister, on behalf of the said Delegation and Committee, respectively, stated:

We congratulate the Chilean people for its democratic maturity as demonstrated on the occasion of the constitutional referendum of 25 October.

It is exemplary how Chile, the people, the government, parliamentarians, and the different political, economic and social actors managed - under difficult circumstances - to foster a climate of calm, dialogue and concertation, both during the campaign for the referendum and in the months preceding it, which contributed to holding the referendum in an atmosphere of normality.

Showing a strong EU commitment to work with Latin America

"Last week, I travelled to Chile, making my second visit to Latin America during my mandate. Chile is an important partner of the EU and we are about to finalise the modernisation of our 2002 Association Agreement, the oldest one in the region.

It was the right time for me to visit Chile. The country experienced a violent and long "estallido social" (social outbreak) that started in October 2019 and which resulted in a Constituent Convention that will culminate in a referendum on a new Constitution to substitute the one inherited from the times of Pinochet. And Chile has also just elected a new left-wing government, which is a trend in current Latin American politics and which will also have an important international impact.

The war in Ukraine prevented me from attending the inauguration of the new President, Gabriel Boric, on 11 March. His victory in November 2021, with 56% of the vote, was followed by an exemplary transition of power with the former President Piñera and with the losing candidate conceding as soon as the result became clear, even before the counting had finished.

Chile: High Representative Josep Borrell concludes visit, highlights importance of modernised EU-Chile Association Agreement

High Representative/Vice-President (HR/VP) Josep Borrell visited Chile from 27 April to 1 May to strengthen EU-Chile relations at a crucial time.

HR/VP Borrell met with the President of Chile Gabriel Boric as well as other government representatives, where he outlined that Chile is a key partner for the EU in strengthening multilateralism and regional integration, fighting climate change, advancing the digitalization of our economies, and promoting sustainable and inclusive trade.

In particular, HR/VP discussed with President Boric the importance of modernising the 2002 Association Agreement to promote political dialogue in key areas as well as new standards in the field of sustainable development, gender equality and fair trade.

HR/VP underlined that the Association Agreement acquires greater relevance in the current geopolitical context to defend our common values and define joint answers to the challenges of the transition towards a greener, more digital and fairer society.

HR/VP thanked Chile for its strong support in standing against Russia's illegal invasion of Ukraine. In this regard, the importance of diversifying energy supply and promoting renewable energies to reduce dependence on Russian supplies was a key component of HR/VP's visit.

HR/VP Borrell therefore visited the European Southern Observatory (ESO) to intensify cooperation on science and technology and the solar power plant Cerro Dominador, a symbol of the EU-Chile technology and investment cooperation for the promotion of renewable energies, a sector in which 40% of the investments in Chile come from European companies.

Es una gran satisfacción, ministro [de Energía de Chile, Claudio Huepe], para los responsables técnicos de esta joya tecnológica que fue iniciada por empresas españolas y que ha sido posible gracias a la contribución financiera de la Unión europea.

Estamos ante un prodigio tecnológico. Ante una obra maestra de la inteligencia humana, porque es capaz de, con energía solar, producir electricidad de noche, cuando no hay sol. 13 o 14 horas de electricidad en medio de la oscuridad. Una gran ventaja en estos momentos en los que a las energías alternativas se les pide que no sean intermitentes. Esta es alternativa, pero continua.

Y es el momento también para hablar de las energías alternativas por razones de seguridad. Hay que limitar la dependencia energética. Para Europa hoy este es un gran problema con la guerra en Ucrania y con los cortes de suministro del gas. Y sé que para Chile también la autonomía energética es una cuestión importante. Es el momento de acelerar en las energías renovables. Y eso requiere tecnología y financiación. Y quisiera resaltar, ministro, que el 40% de la inversión en energías renovables en Chile es inversión financiada por los Estados de la Unión Europea. 40% en renovables.

Chile: Remarks by High Representative/Vice-President Josep Borrell at the press conference at the EU delegation

Buenos días y muchas gracias por estar aquí, en estos nuevos locales de nuestra delegación de la Unión europea en Chile. Un edificio moderno en este Santiago de Chile cada vez más moderno. Con un skyline realmente espectacular, con la cordillera nevada detrás.

Estamos hoy inaugurando nuestros nuevos locales. Este acto, al que va a asistir después la ministra de exteriores y los embajadores de los distintos países de la Unión europea, es un acto cargado de simbolismo, porque refleja todas las ambiciones y los objetivos que tenemos como Unión europea y nuestra voluntad de fortalecer la relación ya de por sí extraordinaria y antigua que tenemos con Chile.

Piensen que la relación con Chile es la más antigua de todas las relaciones que tenemos con los países latinoamericanos. Fue aquí, en Santiago, donde la Unión europea abrió su primera delegación, su primera embajada en el exterior. Y fue con Chile que firmamos el primer Acuerdo de Asociación, que a finales de este año cumplirá 20 años de antigüedad. Fue en el año 2002 y desearía que antes de fin de año, coincidiendo con el 20 aniversario del Acuerdo de Asociación, pudiésemos firmar la puesta al día, la modernización de este acuerdo.

Chile: Remarks by High Representative/Vice-President Josep Borrell at the press conference with President Boric

Visitaré la central térmica en los Andes, el observatorio astronómico de la Unión Europea también en los Andes. Impulsaremos este Acuerdo de Asociación, que no es solo un acuerdo comercial, sino que es un acuerdo que trata de fundamentar sobre los valores compartidos - usted lo ha dicho - una asociación cada vez más estrecha.

También quiero agradecerle públicamente, señor presidente, su posición clara y firme en defensa del derecho internacional, en defensa de la soberanía de los pueblos y en defensa de la integridad territorial de los países.

La guerra en Ucrania no es una guerra del este contra el oeste. Es un conflicto en el que lo que se dirime es si la fuerza hace la ley o si somos capaces de vivir en un mundo gobernado por leyes comúnmente aceptadas. Y por eso la posición de Chile es tan extraordinariamente saludada en Europa.

Gracias por ello. Gracias también por su voluntad de llevar a buen término este Acuerdo de Asociación, que será mutuamente beneficioso para la Unión Europea y para Chile. Permítame que recuerde que los europeos somos los primeros inversores en Chile. Que casi el 40% del capital productivo chileno ha sido financiado por la inversión directa de las empresas europeas. Y que queremos ir más allá de lo estrictamente económico y comercial para sentar lazos basados en nuestra historia, nuestra cultura y, sobre todo - como usted ha dicho -, en valores.
