The Delegation for the relations with Central Asia, chaired by MEP Thierry Mariani (ID, France) and composed of 4 Members, paid a visit to Uzbekistan on 3-5 April 2023. The mission took place at a very critical moment for the entire region and for the bilateral relations between Brussels and Tashkent, due to the Russian aggression against Ukraine, the forthcoming Constitutional Referendum in Uzbekistan, and the conclusion of the Enhanced Partnership and Cooperation Agreement. The Delegation held in Tashkent the 16th EU/Uzbekistan Parliamentary Cooperation Committee and had meetings with several Ministers and Deputy Ministers. The Delegation also paid a visit to the University of World Economy and Diplomacy and met with professors and students. Moreover, the European Parliament Delegation also traveled to Nukus and Muynak and assessed the current situation in the Republic of Karakalpakstan, after the July 2022 protests and casualties, and of the environmental disaster of the Aral Sea.
As usual, the European Parliament delegation delivered a message to support democratic reforms and the promotion of rule of law, human rights and accountability.

The Delegation for the relation with Central Asia (DCAS) paid a visit to Turkmenistan on 19-21 June 2023. Chaired by Tomáš Zdechovský (EPP, CS), the mission held the 6th EU-Turkmenistan Inter-Parliamentary Meeting (IPM), met government representatives, 22 civil society organizations, the office of Erasmus + Programme and also visited the city of Mary where the Delegation had meetings with the Mayor of Mary city and local authorities, local businesses and a new "Green City" project.

Being the first visit by the European Parliament since 2017, this mission focused on the state of play of the relationship with this Central Asian country, which still lacks - the only one in the region - a Partnership Cooperation Agreement with the EU. The Delegation focused its discussions with the local counterparts on the international situation and on Turkmen neutrality on the Russian aggression against Ukraine, on the alarming situation of human rights and Rule of Law, on the regional integration and on the situation in Afghanistan, and on the role of Turkmenistan as potential global energy supplier.

This was a preparatory meeting for the upcoming 16th European Union - Uzbekistan Parliamentary Cooperation Committee (PCC) which is planned to take place on 3-5 April 2023 in Uzbekistan as well as for the 10th EU-Tajikistan Parliamentary Cooperation Committee (PCC) which is scheduled to take place on 15-17 May 2023 in Tajikistan.

On Thursday, 8 December 2022, an important Delegation of the Kyrgyz Parliament, led by Ms Leila Lurova, Member of the Kyrgyz Parliament and the Deputy Chairperson of the Committee for International Affairs, Defense, Security and Migration paid a visit to the European Parliament to conclude the 14th and to hold the 15th European Union-Republic of Kyrgyzstan Parliamentary Cooperation Committee (PCC), in a joint meeting with the Delegation for Central Asia (DCAS) which was led by the Vice Chair of the Central Asia Delegation, Ms Atidzhe Alieva-Veli (Renew, BG).

The draft agenda of the meeting covered following points:

Political situation in the Kyrgyz Republic and the European Union and overall bilateral relations between the European Parliament, including the situation in Ukraine and border issues with Tajikistan.

State of play of the EU-Kyrgyz Republic's cooperation.

The Chair, Fulvio Martusciello (EPP, IT) of the Delegation to the EU-Kazakhstan, EU-Kyrgyzstan, EU-Tajikistan and EU-Uzbekistan Parliamentary Cooperation Committees and for relations with Turkmenistan and Mongolia (DCAS) issued the following statement on 27 October 2022:

"As Chair of the Delegation of the European Parliament for the relation with Central Asia, I wish to commend the steps undertaken by the Presidency, the Parliament and the Constitutional Court of Kazakhstan to introduce a single seven-year presidential term. Such a reform would not only strength the democratic transition of the country, but also establish an interesting model for the entire Central Asian region.

A loyal, sometime very critical but always constructive partner of the Kazakh people and institutions, the European Parliament firmly believes that Kazakhstan should embrace with no hesitation the path of democracy, also by introducing a real pluralistic multi-party system and reinforcing the independence of the judiciary and expanding the respect of individual freedoms. The introduction of a single presidential mandate will create a better check and balance system and a more dynamic political landscape. It will contribute to transforming and invigorating the legislative, political, economic and social systems in the country with a beneficial effect for its neighbours and for a further deepening of the partnership with the European Union."

The European Union - Mongolia 14th Inter‑Parliamentary Meeting (IPM) took place on 22-23 February 2022 in Ulaanbaatar, Mongolia. The European Parliament Delegation was led by the Vice Chair A. AMERIKS (S&D, LV).

The agenda items were:

Updates on political developments in Mongolia, following the Mongolian Parliamentary election in 2020 and Presidential election in 2021;

The European Parliament's Delegation for Relations with Central Asia (DCAS) travelled to Nur-Sultan and Almaty, Kazakhstan for the 19th EU-Republic of Kazakhstan Parliamentary Cooperation Committee (PCC) from 11-13 April 2022. The visit took place at a tragic time of fundamental threat to global security and provided an opportunity to discuss the war against Ukraine and democracies and the strong EU and EP condemnation of the Russian invasion. Moreover, the EP Delegation held meetings with government representatives and human rights defenders, following the EP resolution adopted in January 2022 on the violation of human rights in the country.

The European Parliament's Delegation was composed of the the Vice Chair Mr Andris AMERIKS (Latvia, S&D) who led the Delegation and Mr Francisco MILLÁN MON (Spain, EPP).

On 12 May 2022, an important Delegation of the Tajik Parliament, led by the Deputy Speaker, paid a visit to the European Parliament and held the 9th European Union-Republic of Tajikistan Parliamentary Cooperation Committee, in a joint meeting with the Delegation for Central Asia (DCAS).

Tajikistan is important partner of the European Union. The country is currently facing several challenges, such as the impact of international sanctions and the return of many Tajik migrants from Russia following the Moscow war against Ukraine, the critical situation in terms of human rights and a strong interest in joining the trade preferential scheme of GSP+.

Moreover, following the takeover of the Taliban, the country is hosting thousands of Afghan refugees and is committed to fight against the spreading of extremism and radicalism in Central Asia.

On 31 January, the 15th EU-Uzbekistan Parliamentary Cooperation Committee (PCC) took place in Brussels, with the participation of Atidzhe Alieva-Veli, Vice Chair of the Central Asia Delegation of the European Parliament and Akmal Saidov, Head of the Delegation of the Oliy Majlis of the Republic of Uzbekistan.

Participants discussed the political situation in Uzbekistan, and the overall bilateral relations between the European Parliament and Uzbekistan since the 14th PCC, in 2018 in Tashkent.

On the agenda:

The impact of the pandemic and the health and economic response, as well as cooperation in the field of education was discussed. An emphasis was put on the Enhanced Partnership and Cooperation Agreement (EPCA) and EU/Uzbekistan trade and economic relations, market access and related technical cooperation.

Also on the agenda were rural development and environmentally sustainable agriculture, and the implementation of economic and social reforms and investment climate.

Regional policy of Central Asia

Discussions also focused on the developments in the regional policy of Central Asia and role of Uzbekistan and the European Union, with particular attention given to the evolution of the situation in Afghanistan and the role of Uzbekistan and the European Union following the withdrawal of the US and NATO.

EU Strategy on Central Asia

An evaluation of the implementation of the EU Strategy on Central Asia, with connectivity, transport and infrastructure projects, environmental policy and water resources management was also at the heart of the discussion.

Other topics on the agenda were: human rights, rule of law and social policy in Uzbekistan, with focus on strengthening the role of the Parliament, the empowerment of civil society and fundamental freedoms and labour conditions in agricultural work.

The European Parliament's Delegation for Relations with Central Asia (DCAS), which covers relations with Kyrgyzstan, and other 5 countries in the region (Kazakhstan, Uzbekistan, Tajikistan, Turkmenistan and Mongolia), paid an official visit to Bishkek, Kyrgyz Republic on 5th and 6th November 2021.

The European Parliament's Delegation was composed of the Chair Mr Fulvio MARTUSCIELLO (Italy, EPP) and Mr Thierry MARIANI (ID, France), they met the Acting Speaker of the Kyrgyz Parliament, several Members of the Government and civil society organisations.

The purpose of this visit was to provide the Members of the European Parliament (MEPs) and the Members Jogorku Kenesh of the Kyrgyz Republic, the opportunity to review together the state of relations between the European Union and Kyrgyz Republic and to discuss economic situation, Covid-19 pandemic, human rights and the latest developments following recent changes in the Kyrgyz Republic - election of the new President, new Parliament, new Constitution, new electoral law as well as the forthcoming national elections on 28 November 2021.

"It is a great pleasure to celebrate thirty years of independence of all the five Central Asia Republics, namely Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan and Turkmenistan.

I highly praise the considerable efforts so far in transforming and invigorating the legislative, political, economic and social systems within these Countries. This has come a long way and has made Central Asia a crucial and trustworthy partner for Europe.

Together, we shall not only overcome the adversities posed by the current situation but also support each other's ambitious reforms for economic growth, climate change and innovation.

With this view, I would like to express my upmost encouragement to continue towards this path. In my capacity as Chair of the European Parliament Delegation to Central Asia, I stress the importance to undertake every effort for strengthening the already ongoing regional cooperation, the systematic refusal of violence to set any bilateral disputes, a society based on democratic institutions, the rule of law and respect for human rights. 18th European Union - Republic of Kazakhstan Parliamentary Cooperation Committee (PCC) meeting between the EP Delegation for relations with Central Asia (DCAS) and the Members of the Kazakh Parliament took place on Monday, 11 October 2021 in Brussels.The EP Delegation was chaired by DCAS Chair Mr Fulvio Martusciello (EPP) and the Kazakh Delegation was chaired by Ms Aigul Kuspan, Chairwoman of the Committee on International Affairs, Defence and Security of the Mazhilis of the Parliament of the Republic of Kazakhstan.
Some of the important issues that were discussed during this EU-Kazakhstan PCC were:

The state of play of the EU/Kazakhstan cooperation, including the implementation of the enhanced Partnership Cooperation Agreement.
The situation of human rights in Kazakhstan and the follow-up of the resolution adopted by the plenary of the European Parliament in February 2021.
The political situation in Kazakhstan and the European Union, with focus on the impact of the pandemic and the health and economic response.
The recent developments in Afghanistan and their impact on both Kazakhstan and the European Union and the overall Central Asia regional cooperation.
