      <description>&lt;div&gt;&lt;p&gt;The 3rd EU-Armenia Parliamentary Partnership Committee (PPC) meeting was held on 9 March 2023 in Brussels, under the co-chairmanship of MEP Marina KALJURAND and MP Arman YEGHOYAN. The topics discussed included EU engagement with regard to the Nagorno-Karabakh conflict and the normalisation of relations between Armenia and Azerbaijan, the state of play of the domestic reforms in Armenia and the implementation of the Comprehensive and Enhanced Partnership Agreement between the EU and Armenia, and the implementation of the Economic and Investment Plan and other EU support to Armenia.       <description>&lt;div&gt;&lt;p&gt;&lt;strong&gt;on &lt;/strong&gt;&lt;strong&gt;the 12th meeting of the EU-Georgia Parliamentary Association Committee&lt;/strong&gt;&lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt;&lt;strong&gt;Brussels, 12 June 2023 &lt;/strong&gt;- &lt;em&gt;"The European Parliament and the Parliament of Georgia held the twelfth meeting of their Parliamentary Association Committee (PAC) last week in Brussels. This meeting took place in the context of Russia's continuing war of aggression against Ukraine and its consequences for the security of our entire continent and at a moment where EU-Georgia relations are going through some turbulences following mutual disappointments.&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt;In June 2022, the European Council recognised Georgia's European perspective and invited Georgia to address twelve priorities identified by the Commission to be granted candidate status. Therefore, we started our discussions by looking at the state of EU-Georgia relations and progress made on implementing these twelve recommendations, which concern inter alia effective judicial reform, a free and independent media environment, the independence and accountability of state institutions and the need to reduce political polarisation. Our Georgian colleagues informed us about the intense legislative work in the Parliament of Georgia with the aim of adopting legislation to cover the recommendations. My European Parliament colleagues and I underlined the need to implement the recommendations both in practice and in spirit. In some cases, progress appears superficial and patchy, and there remains a perceived lack of sincere willingness, from the part of the parliamentary majority, to involve genuinely the opposition parties and civil society organisations in the decision-making processes. This can have possible negative consequences and be seen as a clear violation of the ceasefire statement of 9 November 2020, as well as an act of disrespect of the binding ruling of the International Court of Justice of 22 February 2023 which ordered Azerbaijan to 'take all measures at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions'.&lt;/em&gt;&lt;/p&gt; &lt;p&gt;&lt;em&gt; &lt;/em&gt;&lt;/p&gt; &lt;em&gt;We recall that the Azerbaijani blockade of the corridor has been ongoing since 12 December 2022, causing humanitarian hardship to the population of Nagorno-Karabakh and greatly undermining prospects for peace. The recent actions further aggravate the situation. We urge Baku to reverse course immediately and commit to the peaceful settlement of the Nagorno-Karabakh conflict and to the respect of international obligations and norms.       <description>&lt;div&gt;&lt;p&gt;&lt;strong&gt;Strasbourg, 14 March 2023&lt;/strong&gt;&lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt;Madam President, Commissioner, Colleagues&lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt;First of all, I would like to thank the Rapporteur and congratulate him for this report.&lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt;As the Chair of the South Caucasus Delegation, I would like to highlight some points.&lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt;Firstly, the deployment of the European Union Mission in Armenia (EUMA) is a very important step for the security of the region and a significant contribution to the further engagement of the EU in the South Caucasus.&lt;/p&gt; &lt;p&gt; &lt;/p&gt; Secondly, I appreciate Armenia's commitment to the CEPA agreement and recognise Armenia's achievements, including judicial reforms, anti-corruption strategy and media freedom. At the same time, a lot remains to be done, including protection of minorities, LGBTIQ community and gender equality.&lt;br /&gt;&lt;br /&gt;&lt;p&gt;Thirdly, I would like to reiterate that EU's Eastern Partnership policy is tailor-made and based on the more-for-more principle. By doing so, our Georgian colleagues ignored unanimous criticism expressed by Georgia's civil society and western partners.       <description>&lt;div&gt;&lt;p&gt;&lt;strong&gt;Statement of the Chair of the Delegation for relations with the South Caucasus, &lt;/strong&gt;&lt;/p&gt; &lt;p&gt;&lt;strong&gt;MEP Marina KALJURAND, at the plenary debate on&lt;/strong&gt;&lt;/p&gt; &lt;p&gt;&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt; &lt;p&gt;"Humanitarian consequences of the blockade in Nagorno-Karabakh"&lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt;Strasbourg, 18 January 2023&lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt;President, Commissioner, Colleagues&lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt;On December 15th, 2022, I made a statement as the Chair of the Delegation for Relations with the South Caucasus, expressing concern by the actions of the Azerbaijani state authorities and purported environmental protesters. I urged Azerbaijani authorities to end the blockade of the Lachin corridor and fulfil their obligations under the trilateral statement of November 9th, 2020.&lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt;More than a month has passed and Azerbaijani inaction has led to a severe humanitarian crisis, including one death. 120 000 Armenians live under effective blockade, hundreds of families remain separated, people are deprived of essential goods and services, children do not go to school. Recently we witnessed a new wave of high-level inflammatory rhetoric calling to discriminate against Armenians and urging them either to take Azerbaijani citizenship or leave Nagorno-Karabakh. &lt;/p&gt;&lt;p&gt;These statements and inaction are inappropriate for a state that considers itself EU's (reliable energy) partner.&lt;/p&gt;&lt;p&gt; &lt;/p&gt;&lt;p&gt; I urge the Azerbaijani side to respect its international commitments, to end the blockade of the Lachin corridor and the humanitarian crisis, to provide unimpeded access of international organizations to Nagorno-Karabakh to assess the situation and provide humanitarian assistance and to start negotiations on a comprehensive peace agreement that must guarantee the rights and security of the Armenian population of Nagorno-Karabakh.&lt;/p&gt;&lt;p&gt;Dear colleagues, I would like to thank the co-authors of the Resolution and encourage this House to adopt this Resolution unanimously.&lt;/p&gt;&lt;p&gt;Finally, I would like to conclude on a personal note and address Azerbaijani officials who have started a witch-hunt against me personally. I want to tell you that you will neither frighten me, nor silence me. Your baseless attacks expose your weakness. You have gone below low.       <description>&lt;div&gt;&lt;p&gt;&lt;p&gt;&lt;strong&gt;on the 11th meeting of the EU-Georgia Parliamentary Association Committee &lt;/strong&gt;&lt;/p&gt; &lt;p&gt;&lt;strong&gt; &lt;/strong&gt;&lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt;Tbilisi, 21 September 2022&lt;/strong&gt; - "The European Parliament and the Parliament of Georgia held the eleventh meeting of their Parliamentary Association Committee (PAC) today in Tbilisi.&lt;/em&gt;&lt;/p&gt; &lt;p&gt; &lt;/em&gt;&lt;/p&gt; &lt;p&gt;This meeting took place in the aftermath of the European Council's decision of 23 June to recognise Georgia's European perspective. As Chair of the EP Delegation for relations with the South Caucasus and Co-Chair of the EU-Georgia PAC, I welcomed wholeheartedly this historic milestone in EU-Georgia relations. I called to seize the unique momentum and do the utmost to address the twelve priorities specified in the Commission's Opinion on Georgia's application for EU membership so that Georgia can be recognised as a candidate country as soon as possible. Many of our Georgian friends were disappointed by the fact that their country, unlike Ukraine and the Republic of Moldova, was not granted EU candidate status at this stage. I understand and share this disappointment. Yet, I would also like to stress that the window of opportunity is still open and that Georgia can fulfil its firm desire to receive EU candidate status and then EU membership in a longer perspective&lt;/em&gt;&lt;/p&gt; &lt;p&gt; &lt;/em&gt;&lt;em&gt;The European Union is much more than an area of economic growth and prosperity, or a compass for technical, legal approximation - it is, above all, a community of values.       <description>&lt;div&gt;&lt;p&gt;The European Union-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA) was signed in November 2017. Its substantial parts were provisionally applied since 1 June 2018 and the agreement entered into force fully on 1 March 2021. It replaced the previous Partnership and Cooperation Agreement, in force since 1999.&lt;/p&gt; &lt;p&gt; &lt;/p&gt; &lt;p&gt;The CEPA agreement provides a framework for the EU-Armenia bilateral ties, underpinning cooperation to support reforms and stimulate development in a wide range of areas. Intensive artillery shelling and UAV attacks have been reported, targeting the Armenian provinces of Syunik, Vayots Dzor and Gegharkunik and leaving an as yet unknown number of casualties.&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt; &lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt;This new aggression follows Baku's serious breaches of the ceasefire on the Nagorno-Karabakh line of contact in March and August, taking advantage of the global and regional situation created by the aggression of Russia against Ukraine.&lt;/em&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt; &lt;/em&gt;&lt;/p&gt;&lt;p&gt; &lt;em&gt;I call on the international community, and in particular the European Union, to meet this unacceptable use of force with an unequivocal response. This is not a time for toothless statements calling for restraint from 'both sides'. I recall that only two weeks ago, Azerbaijan and Armenia agreed in Brussels to start working on a draft peace treaty within a month. As admitted by Azerbaijan's Ministry of Defence, its operation included airstrikes by UAVs and resulted in the capturing of a number of advantageous new positions beyond the line of contact.&lt;/em&gt;&lt;/p&gt; &lt;p&gt;&lt;em&gt; &lt;/em&gt;&lt;/p&gt; &lt;p&gt;&lt;em&gt;I deplore the loss of life on both sides and urge an immediate halt to the use of force. I call on all actors to show utmost restraint and stress that all military units must retreat to their positions in line with the trilateral statement of 9 November 2020.&lt;/em&gt;&lt;/p&gt; &lt;p&gt;&lt;em&gt; &lt;/em&gt;&lt;/p&gt; &lt;p&gt;&lt;em&gt;Azerbaijan and Armenia have a historic opportunity to end decades of conflict and lay the foundations for a peaceful and prosperous region.
