The 3rd EU-Armenia Parliamentary Partnership Committee (PPC) meeting was held on 9 March 2023 in Brussels, under the co-chairmanship of MEP Marina KALJURAND and MP Arman YEGHOYAN. The topics discussed included EU engagement with regard to the Nagorno-Karabakh conflict and the normalisation of relations between Armenia and Azerbaijan, the state of play of the domestic reforms in Armenia and the implementation of the Comprehensive and Enhanced Partnership Agreement between the EU and Armenia, and the implementation of the Economic and Investment Plan and other EU support to Armenia. The Committee adopted a final statement and recommendations.

on the 12th meeting of the EU-Georgia Parliamentary Association Committee

Brussels, 12 June 2023 - "The European Parliament and the Parliament of Georgia held the twelfth meeting of their Parliamentary Association Committee (PAC) last week in Brussels. This meeting took place in the context of Russia's continuing war of aggression against Ukraine and its consequences for the security of our entire continent and at a moment where EU-Georgia relations are going through some turbulences following mutual disappointments.

In June 2022, the European Council recognised Georgia's European perspective and invited Georgia to address twelve priorities identified by the Commission to be granted candidate status. Therefore, we started our discussions by looking at the state of EU-Georgia relations and progress made on implementing these twelve recommendations, which concern inter alia effective judicial reform, a free and independent media environment, the independence and accountability of state institutions and the need to reduce political polarisation. Our Georgian colleagues informed us about the intense legislative work in the Parliament of Georgia with the aim of adopting legislation to cover the recommendations. My European Parliament colleagues and I underlined the need to implement the recommendations both in practice and in spirit. In some cases, progress appears superficial and patchy, and there remains a perceived lack of sincere willingness, from the part of the parliamentary majority, to involve genuinely the opposition parties and civil society organisations in the decision-making processes. At the same time, we called on the parliamentary opposition parties to make their own contribution towards de-polarisation and to participate constructively in the legislative work[...]

The European Parliament adopted on 15 February 2023 a resolution on "the situation of former President of Georgia Mikheil Saakashvili" tabled by the EPP, S&D, Renew, Greens/EFA and ECR groups.

Expressing their grave concerns about the deteriorating health of the former Georgian President, who has been detained since October 2021 and suffered poisoning by heavy metals while in detention, the Members reminded the Georgian authorities of their responsibility to respect Mr Saakashvili's fundamental rights and personal dignity and to provide him with adequate medical treatment abroad, in line with EU values and with the country's constitution and international commitments.

Furthermore, the Members reiterated their call on the Council to impose sanctions on oligarch Bidzina Ivanishvili for his nefarious role in the deterioration of the political process in Georgia.

on the blatant disrespect by Azerbaijan of its international obligations regarding the Lachin Corridor

Brussels, 25 April 2023 - "We express our strong concern related to the installation by Azerbaijan of a checkpoint on the Lachin Corridor on 23 April 2023. This can have possible negative consequences and be seen as a clear violation of the ceasefire statement of 9 November 2020, as well as an act of disrespect of the binding ruling of the International Court of Justice of 22 February 2023 which ordered Azerbaijan to 'take all measures at its disposal to ensure unimpeded movement of persons, vehicles and cargo along the Lachin Corridor in both directions'.

We recall that the Azerbaijani blockade of the corridor has been ongoing since 12 December 2022, causing humanitarian hardship to the population of Nagorno-Karabakh and greatly undermining prospects for peace. The recent actions further aggravate the situation. We urge Baku to reverse course immediately and commit to the peaceful settlement of the Nagorno-Karabakh conflict and to the respect of international obligations and norms. The European Union continues to stand ready to assist the parties in addressing all their differences through negotiations[..]

As the Chair of the South Caucasus Delegation, I have two messages to Georgian people.

Firstly, we, Members of the European Parliament, know and respect your choice of closer European and Transatlantic integration. You, people of Georgia, have been very clear and consistent in expressing European aspirations, including a very high support to the EU in polls. We support you and we stand with you on your European path.

Second, we will never, I repeat - never, drag you in any war, may it be with Russia or with any other state. We remember the war of 2008 and human lives lost. We will never recognise the occupation of Georgia. We will always support Georgia's sovereignty and territorial integrity. We wish Georgian people peace, security and prosperity[..]

Madam President, Commissioner, Colleagues

First of all, I would like to thank the Rapporteur and congratulate him for this report.

As the Chair of the South Caucasus Delegation, I would like to highlight some points.

Firstly, the deployment of the European Union Mission in Armenia (EUMA) is a very important step for the security of the region and a significant contribution to the further engagement of the EU in the South Caucasus.

Secondly, I appreciate Armenia's commitment to the CEPA agreement and recognise Armenia's achievements, including judicial reforms, anti-corruption strategy and media freedom. At the same time, a lot remains to be done, including protection of minorities, LGBTIQ community and gender equality.

Thirdly, I would like to reiterate that EU's Eastern Partnership policy is tailor-made and based on the more-for-more principle. The future of EU-Armenian relations depends on Armenia's political choices and commitments, some of which could be very challenging, including the Customs Union with Russia and Belarus and the membership in the CSTO.

Finally, I hope that constructive peace talks between Armenia and Azerbaijan will finally start.

on the adoption in first reading of the law on foreign agents by the Parliament of Georgia

Brussels, 8 March 2023 - "Yesterday, the Parliament of Georgia adopted, in a first reading, the law on 'transparency of foreign influence'. By doing so, our Georgian colleagues ignored unanimous criticism expressed by Georgia's civil society and western partners. We are deeply concerned by this move, which goes directly against the Georgian authorities' declared ambition to receive candidate status for EU membership.

Under the new law, individuals, civil society organisations and media outlets would be obliged to register as 'foreign agents' with the Ministry of Justice if they receive more than 20% of their funds from abroad.

It makes little doubt that the new law's purpose, under the guise of promoting transparency, is to stigmatise and restrict the work of civil society organisations and media, which already work under strained conditions[...]

On December 15th, 2022, I made a statement as the Chair of the Delegation for Relations with the South Caucasus, expressing concern by the actions of the Azerbaijani state authorities and purported environmental protesters. I urged Azerbaijani authorities to end the blockade of the Lachin corridor and fulfil their obligations under the trilateral statement of November 9th, 2020.

More than a month has passed and Azerbaijani inaction has led to a severe humanitarian crisis, including one death. 120 000 Armenians live under effective blockade, hundreds of families remain separated, people are deprived of essential goods and services, children do not go to school. Recently we witnessed a new wave of high-level inflammatory rhetoric calling to discriminate against Armenians and urging them either to take Azerbaijani citizenship or leave Nagorno-Karabakh.

These statements and inaction are inappropriate for a state that considers itself EU's (reliable energy) partner.

I urge the Azerbaijani side to respect its international commitments, to end the blockade of the Lachin corridor and the humanitarian crisis, to provide unimpeded access of international organizations to Nagorno-Karabakh to assess the situation and provide humanitarian assistance and to start negotiations on a comprehensive peace agreement that must guarantee the rights and security of the Armenian population of Nagorno-Karabakh.

Dear colleagues, I would like to thank the co-authors of the Resolution and encourage this House to adopt this Resolution unanimously.

Finally, I would like to conclude on a personal note and address Azerbaijani officials who have started a witch-hunt against me personally. I want to tell you that you will neither frighten me, nor silence me. Your baseless attacks expose your weakness. You have gone below low. But I will not go low, I will follow Michelle Obama's example - when you go low, I go high.

on the blocking of the Lachin Corridor

Strasbourg, 15 December 2022 - "I am gravely concerned by the actions of the Azerbaijani state authorities and purported environmental protesters in the Lachin Corridor on 3 December and again since 12 December, resulting in the blocking of the road connecting Nagorno-Karabakh and Armenia, which is a vital supply line for the Armenian population of the region.

Moreover, the reported disruption of gas supply to Nagorno-Karabakh via the pipeline passing through Azerbaijani-controlled territory is of utmost concern, adding to the risk of serious humanitarian consequences.

I recall that safe movement through the Lachin Corridor is guaranteed under the trilateral statement of 9 November 2020. I urge the government of Azerbaijan to fulfil its obligations under this statement and call for utmost restraint in terms of both actions and rhetoric[...]

Tbilisi, 21 September 2022 - "The European Parliament and the Parliament of Georgia held the eleventh meeting of their Parliamentary Association Committee (PAC) today in Tbilisi.

This meeting took place in the aftermath of the European Council's decision of 23 June to recognise Georgia's European perspective. As Chair of the EP Delegation for relations with the South Caucasus and Co-Chair of the EU-Georgia PAC, I welcomed wholeheartedly this historic milestone in EU-Georgia relations. I called to seize the unique momentum and do the utmost to address the twelve priorities specified in the Commission's Opinion on Georgia's application for EU membership so that Georgia can be recognised as a candidate country as soon as possible. Many of our Georgian friends were disappointed by the fact that their country, unlike Ukraine and the Republic of Moldova, was not granted EU candidate status at this stage. I understand and share this disappointment. Yet, I would also like to stress that the window of opportunity is still open and that Georgia can fulfil its firm desire to receive EU candidate status and then EU membership in a longer perspective

The European Union is much more than an area of economic growth and prosperity, or a compass for technical, legal approximation - it is, above all, a community of values. Georgia has already achieved significant progress which must now be taken to the next level[...]

The European Union-Armenia Comprehensive and Enhanced Partnership Agreement (CEPA) was signed in November 2017. Its substantial parts were provisionally applied since 1 June 2018 and the agreement entered into force fully on 1 March 2021. It replaced the previous Partnership and Cooperation Agreement, in force since 1999.

The CEPA agreement provides a framework for the EU-Armenia bilateral ties, underpinning cooperation to support reforms and stimulate development in a wide range of areas. It aims to strengthen democracy and the rule of law, boost jobs and business opportunities, improve legislation, help protect the environment, as well as provide better education and opportunities for research.

The EU-Armenia Parliamentary Partnership Committee (PPC) is established in Article 365.

on the military aggression of Azerbaijan against the Republic of Armenia

Strasbourg, 13 September 2022 - "I strongly condemn last night's large-scale military attack by Azerbaijan against multiple targets in the territory of the Republic of Armenia. Intensive artillery shelling and UAV attacks have been reported, targeting the Armenian provinces of Syunik, Vayots Dzor and Gegharkunik and leaving an as yet unknown number of casualties.

This new aggression follows Baku's serious breaches of the ceasefire on the Nagorno-Karabakh line of contact in March and August, taking advantage of the global and regional situation created by the aggression of Russia against Ukraine.

I call on the international community, and in particular the European Union, to meet this unacceptable use of force with an unequivocal response. This is not a time for toothless statements calling for restraint from 'both sides'. I recall that only two weeks ago, Azerbaijan and Armenia agreed in Brussels to start working on a draft peace treaty within a month. I urge Baku not to waste this historic opportunity and to return to the negotiating table without delay."

Statement by the Chair of the Delegation for relations with the South Caucasus, MEP Marina KALJURAND,

on the renewed military escalation in Nagorno-Karabakh

Brussels, 4 August 2022 - "I am appalled by the recent serious breaches of the ceasefire on the Nagorno-Karabakh line of contact and in particular the military operation launched by Azerbaijan on 3 August around the Lachin corridor and in the north-western section. As admitted by Azerbaijan's Ministry of Defence, its operation included airstrikes by UAVs and resulted in the capturing of a number of advantageous new positions beyond the line of contact.

I deplore the loss of life on both sides and urge an immediate halt to the use of force. I call on all actors to show utmost restraint and stress that all military units must retreat to their positions in line with the trilateral statement of 9 November 2020.

Azerbaijan and Armenia have a historic opportunity to end decades of conflict and lay the foundations for a peaceful and prosperous region. I urge all parties concerned to avoid any actions undermining trust and threatening the negotiations at this crucial point in time."

The European Parliament adopted on 23 June 2022 a resolution on the candidate status of Ukraine, the Republic of Moldova and Georgia, tabled by the EPP, S&D, Renew, Greens/EFA and ECR groups.

Ahead of the European Council summit, the Members called on the Heads of State or Government to grant EU candidate status to Ukraine and the Republic of Moldova without delay, and to do the same with Georgia once its government has delivered on the priorities outlined by the European Commission.

The Members insisted that there was no 'fast-track' for EU membership and that accession remained a merit-based and structured process, which required EU membership criteria to be fulfilled and was dependent on the effective implementation of reforms.

The resolution stressed that there was no alternative to enlargement, which is more than ever a geostrategic investment in a stable, strong and united EU.

The European Parliament adopted on 9 June 2022 a resolution on "Violations of media freedom and the safety of journalists in Georgia" tabled by the EPP, S&D, Renew, Greens/EFA and ECR groups.

The Members deplored the significant deterioration of the media situation in Georgia, including cases of intimidation, threats and violence, and politically motivated criminal investigations into media workers and owners, singling out the sentencing of Mtavari Arkhi channel Director Nika Gvaramia. They commended the Public Defender Nino Lomjaria for her work and called on the Georgian authorities to improve media freedom and the independence of the judiciary in the country.

The Members called for the release of former President Mikhail Saakashvili from prison on humanitarian grounds in order to allow him to undergo proper medical treatment abroad, and for the imposition of personal sanctions on oligarch Bidzina Ivanishvili for his role in the deterioration of the political process in Georgia.

"Dear colleagues,

Some months ago, the European Parliament adopted by a very large majority a resolution that called for the EU candidate status to be granted to Ukraine.

Some weeks ago, we had a very fruitful discussion with the President of Moldova and hailed the impressive achievements made by Moldova on its EU integration path.

Today, the European Parliament adopted a resolution on violations of media freedom and safety of journalists in Georgia.

Although I was not among initiators of the resolution and did not consider it to be an urgency, I do agree with my colleagues that Georgia faces some serious problems and challenges. I have raised repeatedly in my double capacity as Chair of the Delegation for relations with the South Caucasus and Co-Chair of the EU-Georgia Parliamentary Association Committee[...]

Brussels, 12 April 2022 - "The European Union supports unwaveringly Georgia's sovereignty and territorial integrity within its internationally recognised borders, and calls for a peaceful resolution of the conflict by negotiation and diplomacy, including through the Geneva International Discussions, the activities of the EU Monitoring Mission in Georgia and the efforts of the EU Special Representative for the South Caucasus and the Crisis in Georgia.

Against the background of Russia's unprovoked, unjustified and illegal war against Ukraine, it is more important than ever to reaffirm these principles that are the backbone of the international security order.

Consequently, we do not recognise the legitimacy of the so-called 'presidential election' held on 10 April in Georgia's occupied region of Tskhinvali/South Ossetia."

Brussels, 1 April 2022 - "Yesterday, I held a videoconference meeting with the Co-Chair of the EU-Azerbaijan Parliamentary Cooperation Committee Mr Javanshir Feyziyev.

I shared my concern about Azerbaijan's unprovoked military intrusion into Nagorno-Karabakh last week, violating the ceasefire agreement of 9 November 2020. I urged the immediate withdrawal of forces back behind the line of contact, in line with calls from all three Minsk Group Co-Chair countries.

I also recalled the European Parliament resolution of 10 March 2022 on the destruction of cultural heritage in Nagorno-Karabakh and stressed the need for Azerbaijan to urgently allow the planned UNESCO independent technical mission to access the region and perform its work unhindered[...]

Brussels, 17 March 2022 - "On 12 March 2022, the first round of the so-called 'parliamentary elections' was held in Georgia's occupied region of Abkhazia. The second round is scheduled on 24 March.

These illegitimate elections organised under the illegal occupation of the Abkhazia and Tskhinvali / South Ossetia regions of Georgia by the Russian Federation have no value. Such fake elections only contribute to destabilising and isolating these regions further, at the expense of the local population[...]
