      <description>&lt;div&gt;The Inter Parliamentary Meeting (IPM) between the European Parliament (EP) and the Pan-African Parliament (PAP) took place on Thursday, 8 December, and Friday, 9 December, in Brussels (and remotely). &lt;br /&gt;The Pan African Parliament delegation was composed of 18 Members and was led by PAP President H.E. Hon. Chief Fortune Charumbira. The discussion focused on new PAP in the African Union architecture, the EP and PAP cooperation on gender equality, peace and security, food security and nutrition in Africa, as well as youth participation in decision-making. Downstream Sudan and Egypt, depend on Nile waters and are strongly opposed to the way Ethiopia has gone about this project. As negotiations so far have failed to yield an agreement ˗ and after failed mediation attempts by the previous US administration, South Africa and the African Union ˗ Egypt and Sudan now take the view that the EU and the UN should play a stronger role in resolving the dispute. They will discuss the new EU financing instrument Global Europe/NDICI which will replace the European Development Fund for development cooperation with African, Caribbean and Pacific countries. The second half of the meeting will be devoted to information and debate on the global roll-out of Covid-19 vaccines. Members will exchange with representatives of GAVI, playing a key role in COVAX, and withe senior EU officials, including the head of the EU vaccine strategy task force. These are key messages of a resolution adopted by the Joint Parliamentary Assembly ACP-EU (JPA) on Thursday, 11 March. Following the vote, the Assembly's Co-President, MEP Carlos Zorrinho also underlined the need to increase EU support to the COVAX facility, currently standing at 2.2 billion, and called for an EU vaccination pact with Africa. &lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;Vaccines are not a 'commercial good like any other', said Zorrinho, and 'must be made available quickly and at accessible prices at global scale'. He called on EU and AU countries to raise at least an additional 4 billion euros in order to finance vaccines for two thirds of the African adult population over the next 24 months.       <description>&lt;div&gt;On 25/02 - from 20 pm to 22 pm Brussels times - 150 youngsters from Benin, Romania and Rwanda will debate remotely with Members of Parliaments at the ACP - EU JPA YOUTH CONFERENCE: COVID-19 pandemic and its implications and impact on youth. &lt;br /&gt;It will be an occasion to discuss how to improve chances for a better future of young generations, in particular during these times of COVID-19. The exchange of views also aims to raise awareness among young people of the importance of the work and impact of the multilateral assembly and of local cooperation.&lt;br /&gt;The event will be co-chaired by MEP Jadwiga Wisniewska, JPA EU Vice-President co-responsible for youth issues, and Edda Mukabagwiza, JPA member from Rwanda with long-standing experience in youth issues.       <title>Latest news - Declaration of the Co-Presidents on Post-Cotonou Negotiations during the 38th JPA - Delegation to the ACP-EU Joint Parliamentary Assembly</title>

      <description>&lt;div&gt;The Co-Presidents of the ACP-EU Joint Parliamentary Assembly (JPA) welcome the progress made so far in the negotiations on the strategic priorities of the future agreement and on the regional protocols. They take note that more time is needed to negotiate the remaining parts of the agreement and that the negotiations could not be finalised as originally anticipated by the end of October 2019.&lt;br /&gt;The Co-Presidents of the JPA express their serious concern, however, with part of the EU negotiating mandate that seems to put into question the continued existence of the JPA and thereby weakens the parliamentary dimension of the ACP-EU partnership.&lt;br /&gt;On the contrary, the Co-Presidents wish to emphasize the importance of enhancing the parliamentary dimension of the future agreement in order to ensure democratic accountability at all levels and to promote the legitimacy and visibility of the partnership. &lt;br /&gt;They recall that the ACP-EU Joint Parliamentary Assembly has a prominent role to play to ensure democratic oversight of the future agreement, provide for an open, frank and comprehensive parliamentary dialogue and to promote democracy and human rights&lt;br /&gt;The Co-Presidents therefore consider it fundamental for the new institutional framework to include a strengthened ACP-EU Joint Parliamentary Assembly. They welcome the position taken by the European Parliament Committee on Development that this is a non-negotiable condition for giving Parliament's consent to the future agreement.&lt;br /&gt;The Co-Presidents consider that the Joint Parliamentary Assembly shall continue to be composed of an equal numbers of EU and ACP representatives and that it shall meet regularly in plenary session, alternately in the European Union and in an ACP State, and not dependent on the convening of Joint Council meetings. Regional Partnership Parliamentary Committees shall hold yearly meetings, and not be dependent on the meetings of the Regional Partnership Council of Ministers being convened.&lt;br /&gt;In view of the expiry date of the Cotonou Agreement in February 2020, the Co-Presidents of the JPA welcome the decision made by the ACP-EU Council of Ministers to delegate to the ACP-EU Committee of Ambassadors the power to adopt transitional measures until the new ACP-EU partnership comes into force.&lt;br /&gt;The Co-Presidents of the JPA reconfirm the positions expressed in its two resolutions on post Cotonou adopted respectively in October 2016 and June 2018 and believe that some of its essential elements need to be strongly reiterated so that they can be fully taken into account during the remaining time of the negotiations.&lt;/div&gt;&lt;br /&gt;Source : &lt;a href="https://www.europarl.europa.eu/privacy-policy/en"&gt;© European Union, 2019 - EP&lt;/a&gt;</description>

      <title>Latest news - Declaration by the ACP-EU JPA Co-Presidents on Guinea Bissau - Delegation to the ACP-EU Joint Parliamentary Assembly</title>

      <description>&lt;div&gt;The Co-Presidents of the ACP-EU Joint Parliamentary Assembly, Mr Carlos Zorrinho and Mr Joseph Owona Kono, express their deep concern with the current political developments in Guinea-Bissau and deem the Presidential decree aiming to dismiss Prime-Minister Gomes and his Government as unconstitutional and therefore illegal.&lt;br /&gt;&lt;br /&gt;Such a move weakens the efforts put in place for elections and the programme that has been approved by the national Parliament with support from both regional and international partners, notably proven by the ECOWAS statement on the matter on 29 October 2019.&lt;br /&gt;&lt;br /&gt;They call for the presidential elections foreseen on November 24th to be pursued and for all necessary measures to be taken to ensure stability and peace in the run-up to the elections and to allow for free, fair and transparent elections.       <description>&lt;div&gt;The Co-Presidents of the ACP-EU Joint Parliamentary Assembly (JPA) welcome the commitment of the ACP and EU Parties to negotiate a successor Agreement to the ACP-EU Cotonou Partnership Agreement as expressed in the Declarations of the 7th and 8th Summits of ACP Heads of State and Government of 2012 and 2016, respectively, and in the European Union's 2016 "Joint Communication to the European Parliament and the Council: A renewed partnership with the countries of Africa, the Caribbean and the Pacific". &lt;br /&gt;&lt;br /&gt;The Co-Presidents emphasise that the ACP-EU Cotonou Agreement has been a valuable and unique achievement that has strengthened bonds between ACP and EU peoples and countries and their parliaments throughout the last 40 years. The strengths and acquis of the Cotonou Agreement are based on several unique characteristics such as a legally binding document; an unparalleled numerical strength of 79 ACP and 28 EU member states; comprehensive coverage through the three pillars of development, political, and economic and trade cooperation; a joint institutional framework; and a large budget in the form of the European Development Fund (EDF).
