The 6th EU-Viet Nam Inter-Parliamentary Meeting (IPM) was held in Ha Noi, Viet Nam, on 19-21 June. The European Parliament Delegation to the IPM was lead by MEP Daniel CASPARY, Chair of the Delegation for relations with Southeast Asia and ASEAN. Matters of common interest were discussed such as Russia's war on Ukraine, the EU- Viet Nam Free Trade Agreement (EVFTA), the EU- Viet Nam Investment Protection Agreement (IPA), Illegal, Unreported and Unregulated (IUU) fishing, the EU-Viet Nam Just Energy Partnership, and the EU- Viet Nam Voluntary Partnership Agreement (VPA) on Forest Law Enforcement, Governance and Trade (FLEGT), as well as infrastructure needs of Viet Nam's economy.

The European Parliament's Delegation for relations with the Mashreq countries conducted an official visit to Lebanon from 19 to 23 June 2023, led by the Chair Isabel SANTOS (S&D, Portugal) who was accompanied by Domènec RUIZ DEVESA (S&D, Spain), Andrus ANSIP (Renew, Estonia), Mounir SATOURI (Greens/EFA/France), Marisa MATIAS (The Left, Portugal).

The Delegation's main objectives with this mission were to hold the 16th Inter-parliamentary Meeting with the Lebanese counterparts in difficult times for Lebanon, as well as to assess the current critical situation of the country with various meetings with key members of the Lebanese executive, representatives of civil society and field visits.

The EP delegation and its Lebanese counterparts had the opportunity to reconfirm the solid partnership and their political will to further strengthen cooperation and parliamentary ties between the two institutions while focusing on political, institutional, social and economic matters and discussing the situation of refugees in the country.

The meeting will be organised in two sessions. The first, in the afternoon of Monday 3 July, will be divided in two parts:

- The first part, from 14.00 to 16.45, will take place in plenary and will be devoted to the following issues:

the state of play within the Partnership Council
future of foreign and security policy, including in the framework of the European Political Community

- The second part of the session will be organised around break out groups. Members will meet in three thematic groups:

mobility of persons
climate and energy
twinning and civil society cooperation

The second session, on Tuesday 4 July, will take place in plenary. It will start with the address by the President of the European Parliament. Then, Members will exchange views on the following topics:

EU-UK common efforts to support Ukraine and sanctions. A recommendation on this topic will be submitted to the assembly for adoption
cooperation on trade and industrial policy, including the response to the US Inflation Reduction Act

The Delegation for the relations with Central Asia, chaired by MEP Thierry Mariani (ID, France) and composed of 4 Members, paid a visit to Uzbekistan on 3-5 April 2023. The mission took place at a very critical moment for the entire region and for the bilateral relations between Brussels and Tashkent, due to the Russian aggression against Ukraine, the forthcoming Constitutional Referendum in Uzbekistan, and the conclusion of the Enhanced Partnership and Cooperation Agreement. The Delegation held in Tashkent the 16th EU/Uzbekistan Parliamentary Cooperation Committee and had meetings with several Ministers and Deputy Ministers. The Delegation also paid a visit to the University of World Economy and Diplomacy and met with professors and students. Moreover, the European Parliament Delegation also traveled to Nukus and Muynak and assessed the current situation in the Republic of Karakalpakstan, after the July 2022 protests and casualties, and of the environmental disaster of the Aral Sea.
As usual, the European Parliament delegation delivered a message to support democratic reforms and the promotion of rule of law, human rights and accountability.

The 28th meeting of the EU-Mexico Joint Parliamentary Committee took place from 3-5 November in Mexico City and State of Quintana Roo.

This meeting represented the first EU-Mexico JPC organised in person after the COVID-19 pandemic. The JPC meeting covered 5 main topics:

(1) the political, economic and social situation in Mexico and in the European Union,
(2) the modernised Global Agreement Mexico-European Union,
(3) the cooperation on Migration, from the perspective of countries of Transit and Destination,
(4) the exchange of Best Practices on Gender Equality and Combating Violence against women,
(5) and the bilateral cooperation in the area of Security and Justice.

More specifically, the meeting evaluated the state of play of the modernised EU-Mexico 'Global Agreement' and the efforts to definitively conclude the agreement and submit for ratification by the Mexican Congress and the European Parliament.

The Delegation for the relation with Central Asia (DCAS) paid a visit to Turkmenistan on 19-21 June 2023. Chaired by Tomáš Zdechovský (EPP, CS), the mission held the 6th EU-Turkmenistan Inter-Parliamentary Meeting (IPM), met government representatives, 22 civil society organizations, the office of Erasmus + Programme and also visited the city of Mary where the Delegation had meetings with the Mayor of Mary city and local authorities, local businesses and a new "Green City" project.

Being the first visit by the European Parliament since 2017, this mission focused on the state of play of the relationship with this Central Asian country, which still lacks - the only one in the region - a Partnership Cooperation Agreement with the EU. The Delegation focused its discussions with the local counterparts on the international situation and on Turkmen neutrality on the Russian aggression against Ukraine, on the alarming situation of human rights and Rule of Law, on the regional integration and on the situation in Afghanistan, and on the role of Turkmenistan as potential global energy supplier.

Foreign Affairs Committee delegation ends visit to Brazil

On June 21-22, MEPs discussed the EU-Mercosul Agreement, geopolitical challenges and the new EU agenda for Latin America with Brazilian authorities, civil society groups and stakeholders.

A delegation of MEPs from the Foreign Affairs Committee visited Brasília for talks with high-level representatives of the Brazilian government, members of the National Congress, civil society groups and think tanks. The Russian war of aggression against Ukraine and its global consequences was among the topics discussed over the two days, which also included exchanges about trade, the EU-Mercosul agreement, geopolitical challenges in Latin America, the upcoming summit between the EU and the Community of Latin American and Caribbean States (CELAC), as well as how to revamp EU-Brazil relations after the election of Lula da Silva as President of Brazil.

In addition, the agenda included meetings with the Vice-President of the Federative Republic of Brazil and Minister of Development, Industry and Trade, Geraldo Aleckim, and the Secretary for Europe and North America of the Brazilian Ministry of Foreign Affairs, Maria Luisa Escorel.

The delegation also met with the President of the Committee on Foreign Affairs and National Defence of the Senate, Renan Calheiros, and with members of the Committee on Foreign Affairs and National Defence of the National Congress, chaired by its President Paulo Alexandre Barbosa.

Constitutional revision in Chile: MEPs conclude their visit

A delegation of the Committee on Constitutional Affairs travelled to Chile (19 - 21 June) to discuss with authorities and civil society the second attempt to draft a new Constitution.

The Constitutional Affairs Committee delegation looked into the drafting of a second draft for a new Constitution, after the first one was rejected in the September 2022 referendum. Driven by MEPs' interest for the region's democratic development and in light of the potential revision of the EU Treaties, MEPs met parliamentarians from both houses, government and political representatives, and academics and civil society leaders.

The delegation was led by the Chair of the Committee Salvatore De Meo (EPP, IT), and comprised Loránt VINCZE (EPP, RO), Sven SIMON (EPP, DE), Pedro SILVA PEREIRA (S&D, PT), Gabriele BISCHOFF (S&D, DE), Gerolf ANNEMANS (ID, BE).

Statement

Chair De Meo commented at the end of the visit, on behalf of the delegation: "We had several meetings with civil society, academics, experts and politicians on the constitutional process ongoing in Chile, and we are grateful for the rich exchange of views with all interlocutors. With its second attempt to write a new constitution, Chile is showing courage and determination. The proposal made by the Commission of Experts seems to be a solid basis for the Constitutional Council to begin its work. It will be fundamental that all political parties are engaged in the dialogue, that citizens' needs are taken fully into consideration, and that all stakeholders and sectors fell ownership of the final text. The timeframe is rather short, as on 17 December 2023 citizens will be asked to vote on a constitutional referendum. We wish a successful ending to this process, to make democracy stronger and increase citizens' trust towards public institutions."

Following the 15th meeting of the EU-Serbia Stabilisation and Association Parliamentary Committee, Chair Alessandra Moretti (S&D, IT) made the following statement:

We regret that it was not possible to reach agreement on a joint statement of the Co-Chairs of the SAPC.

People across Serbia, and we all, are deeply shaken by the terrible events which unfolded on 3 and 4 May and led to the loss of many innocent lives. Our Delegation visited the elementary school Vladislav Ribnikar to pay our respects and sign the book of condolences. We mourn that so many lives were stolen or changed forever in a matter of minutes, first at this school and shortly after in villages near Mladenovac.

Many citizens have since then been expressing their unease about the level of violence in Serbian society. They are anxious about the deteriorating discourse, both in public and in their parliament. So far seven protest marches have taken place. It is crucial that all act responsibly, so that citizens can continue to express their opinions peacefully, safely and without fear. We count on the police and the authorities to fulfil their duties and secure a safe space for these protests. We are aware of the demands of the protesters and have concluded that many of these demands concern issues that are also addressed in the resolution on Serbia that our Parliament adopted on 10 May this year.

The Serbian Parliament must remain the forum where the problems that the country is facing, but also the desired EU membership, are debated and decided upon seriously, orderly and respectfully. Unfortunately, the quality of the debates has been increasingly deteriorating in recent times. This is a worrying development, and a special responsibility lies with the political actors in the country. We call on all of them to live up to the challenges of the moment, to behave in a civilised way, refrain from hate speech and treat those who hold a different opinion with due respect. We are deeply concerned about the media freedom situation in Serbia and call on the media to act responsibly and objectively, and observe professional journalistic standards and ethics.

We are also deeply worried about the state of play of the Belgrade-Pristina Dialogue and the latest developments in the north of Kosovo. We reiterate that all incidents need to be duly investigated and that there cannot be impunity. The European Parliament is following the situation very closely, and we urge all parties involved to do what it takes to de-escalate tensions immediately.

We want to stress once again that the European Parliament stands in solidarity with Ukraine and that we expect the same from all candidate countries, as EU membership is their declared strategic objective and they therefore need to subscribe to our community of values. Regrettably, Serbia stands out as the only Western Balkan country that has so far not aligned with EU sanctions on Russia. As a result, its CFSP alignment has decreased significantly. This is also mirrored in our resolution of 10 May, in which we reiterate our position that 'accession negotiations with Serbia should advance only if the country aligns with EU sanctions against Russia and makes significant progress on EU-related reforms'.

Finally, we also recognise some reforms which still need to be implemented as well as recent positive developments, which include economic progress in Serbia and the increase of EU support, which amounts to EUR 400 million per year over 2020-2022.
