On 17 July EMPL Committee will hold a hearing on "Future-proof jobs and skills training for the digital and green transitions". Members will discuss how vital it is to ensure that the current and future workforce is equipped with necessary skills to fully reap the benefits of the green and digital transitions.

In dialogue with experts and stakeholders, they will explore how these transitions will affect the labour market and in which ways they may be leveraged as an opportunity to create high-quality with good working conditions in all sectors and regions across the EU. Reskilling and upskilling workers is a social-economic responsibility, and the involvement of social partners is crucial to accomplish this transition - a key element reflected in the "European Year of Skills 2023." The hearing will include speakers from various organisations and stakeholders, notably Circle Economy, Cedefop, Eurofound, ELA, BusinessEurope, ETUC and OECD.

Other events - IMCO Delegation to Japan - 15-05-2023 - Committee on the Internal Market and Consumer Protection

On 15-19 May 2023, ahead of the G7 summit in Hiroshima, a delegation of seven Members chaired by Ms Christel Schaldemose (S&D) travelled to Japan. The main aim of the delegation was to learn about the Japanese regulatory approach to digital products and services, as Japan is one of the world leaders in the sector, with over 300 registered AI-related companies.

In Tokyo and Kyoto, the delegation met with the Minister for Digital Transformation and the Minister for Internal Affairs and Communication, the Japanese parliament, academia and private companies. Information gathered will funnel current work on the digital dossiers of the Committee.

Other events - IMCO delegation to Singapore - 03-04-2023 - Committee on the Internal Market and Consumer Protection

On 3-7 April 2023, an IMCO delegation of seven Members travelled to Singapore. Primarily, the delegation wanted to focus on customs, which is one of the core responsibilities of the Committee. The members of the delegation were Ms Maria Grapini (S&D), Mr Andreas Schwab (EPP), Mr Ivan Štefanec (EPP), Ms Tsvetelina Penkova (S&D), Mr Morten Løkkegaard (Renew), Ms Alessandra Basso (ID), and Mr Adam Bielan (ECR).

Singapore hosts the world's biggest port for goods and many of these goods are destined for the EU market. Secondly, in light of the Committee's work on the EU digital single market, the delegation wanted to learn from Singapore's experience with its productivity drive to facilitate the transformation into a digital economy, as well as consumer protection in digital markets.

Additionally, as Singapore is a part of ASEAN, being the business hub of the association, the delegation met with representatives of ASEAN businesses based there and which are exporting goods to the EU. This, in order to learn about their experiences on access to the EU market, especially on issues related to EU customs and custom controls.

Hearings - Online safety of vulnerable consumers (minors) - 29-06-2023 - Committee on the Internal Market and Consumer Protection

Making the online world a safe, positive and inclusive environment for children is a key IMCO priority. Children are accessing the internet from an increasingly younger age and across a wide range of devices, with or without adult supervision. This leaves them vulnerable to a number of risks, including exposure to illegal and harmful content, dark patterns, privacy infringements and commercial targeting. The hearing will bring this issue at the forefront of the discussions in Parliament.

Concepts such as, 'safety-by-design' and responsible use of data and platform liability are at the forefront of policy thinking for tech regulation. However, new and emerging technologies, such as augmented and extended reality, as well as artificial intelligence pose new challenges for the protection of vulnerable consumers online. In this regard, this hearing is particularly timely. Given the focus on liability and accountability issues of the tech industry, also in the context of the DSA, Members will discuss the extent to which these regulatory efforts are enough to ensure positive and age-appropriate experiences for young people online. The hearing is also an opportunity to explore what more needs to be done to embed considerations around online child protection in the design, development and deployment of digital products, services and platforms - even if their services are not primarily targeted at minors.

Hearings - The implementation of the Eel Regulation 1100/2007 - 27-06-2023 - Committee on Fisheries

The hearing provided evidence and guidance for better implementation of the Eel Regulation. European eel is a migratory species with a unique life cycle. Between their spawning phase and pre-reproductive stage, European eel migrate from the Northwest Atlantic to the coasts of their distribution range and continental waters. European eels are declining globally due to a combination of natural causes and human activity that impact the stock and its habitats at different life stages.

The Eel Regulation (2007) establishes measures for the recovery of the European eel stock. The Eel Regulation obliges Member States with river basins in their national territory that constitute habitats for the eels, to establish and implement Eel Management Plans (EMPs).
In particular, an EMP may contain measures, such as reducing commercial fishing activity, restricting recreational fishing, restocking measures, structural measures to make river passable and improve river habitats, transportation of silver eel from inland waters, combatting predators, measures related to hydro-electric power turbines, aquaculture, as well as any other measure necessary for the achievement of escapement target. This means that management measures should reduce mortality from human activity to ensure the escapement to the sea of at least 40% of adult eels relative to the escapement levels that would have existed in the absence of human influences.

To mark World Refugee Day at the European Parliament, the LIBE, DEVE, and DROI Committees are jointly hosting an exchange of views, focusing on forgotten crises as well as the importance of inclusion and finding solutions for displaced people who have found refuge in a foreign country.

Members will have the opportunity to hear and discuss with a panel of guests composed of Mr Bahati Mnyci, originally from the Democratic Republic of Congo and a refugee in Zimbabwe since 2003, who is now completing a Master's degree in Italy and will share his lived experience of forced displacement as well as the impact education has had throughout his life; Ms Yasmine Rockenfeller, Chief of Global Issues Unit in the UNHCR Brussels office; as well as Mr Francesco Luciani, Head of Unit for "Migration and Forced Displacement" in the Commission's Directorate-General for International Partnerships and Ms Esther Pozo Vera, Head of Unit for "Asylum" in the Commission's Directorate-General for Migration and Home Affairs.

On 24 May 2023, the Commission adopted in the framework of its Retail Investment Strategy a proposal on retail investor protection rules and a second proposal modernising the PRIIPs key information document.

A public Hearing on the Retail Investment Strategy is scheduled in the ECON Committee on 29 June 2023, 09.30-11.30. Four experts have been invited to provide input to the debate: Peter Simon (ESBG), Verena Ross (ESMA), Barbara Alemanni (Bocconi), and Agustín Reyna (BEUC). Hearings - The role of tax incentives in achieving EU policy goals - 27-06-2023 - Subcommittee on Tax Matters

On 27 June 2023, from 15:00 to 16:30, the FISC Subcommittee will host a public hearing on “The role of tax incentives in achieving EU policy goals”. While they come in many shapes and forms (accelerated depreciations, carry-forwards of losses...), tax incentives for businesses are mostly introduced to support either wider economic objectives (growth, job creation, the need to attract foreign direct investment) or specific policies (such as the energy transition).

However, these tax measures have been criticised in recent years as they can be used or abused to lower the corporate tax payments of enterprises significantly, thereby possibly causing a gap in overall tax revenue.

In response, policy-makers have initiated several reforms (patent boxes, minimum tax rate of 15% in the framework of the OECD Pillar 2 reform) in order to counter tax incentives' abuse.

At the same time, the US Inflation Reduction Act has fuelled the discussion about the future role of tax credits in stimulating the economy. In this public hearing, experts will examine and discuss the potential impact of tax incentives on EU policy goals, in particular in promoting a greener Europe and in supporting economic objectives.

The members of the Committee will have the opportunity to discuss with Eurojust President Ladislav Hamran the Agency’s annual report for the exercise of the last year.

It was year unlike many others for Eurojust. The Russian invasion of Ukraine in February triggered an EU-wide response and included from the onset an important judicial dimension which Eurojust substantially supported. In addition, the European legislator extended Eurojust's mandate in June and entrusted it with storing, preserving and analysing evidence on core international crimes. To meet this new task, Eurojust has in the meantime set up a Core International Crime Evidence Database.

Hearings - Hearing on the EU-New Zealand Trade Agreement - 27-06-2023 - Committee on International Trade

In a public hearing on 27 June 2023, Members of the European Parliament will discuss key elements of the FTA with experts, stakeholders and decision-makers.

On 30 June 2022, former New Zealand Prime Minister Jacinda Ardern and Commission President Ursula von der Leyen announced the conclusion of the negotiations on a Free Trade Agreement (FTA) between the EU and New Zealand, after four years of negotiations. The FTA is the first EU agreement integrating the recent sustainable trade policy review protecting workers and the environment through far-reaching, enforceable provisions on sustainable development.

The consent of the EP is needed before the agreement can enter into force. The outcome of the discussion will feed in the European Parliament position on the agreement, for which the INTA Committee will be in the lead.

On 27 June 2023, the Committee on Foreign Affairs will hold a hearing on the "EU's preventive diplomacy - practise makes (not yet) perfect". Members will discuss with three expert speakers what aspects are still missing in EU's foreign policy to successfully carry out preventive diplomacy.

The link between EU's internal and external security, the lack of understanding of the local or cultural context when it comes to EU's actions regarding development or state-building and the lack of will on the part of Member States to step away from their individual interest and to build joint capacity will be examined in order to assess ways for the EU to increase its standing and leverage in conflict prevention. This hearing will serve as input to the upcoming AFET Recommendation on "EU preventive diplomacy in tackling frozen conflicts around the world, missed opportunity or change for the future."

This hearing will serve to prepare the joint report on “Implementation of the Neighbourhood, Development and International Cooperation Instrument (NDICI) – Global Europe", two years since the beginning of the MFF 2021-2027 and the entry into force of the regulation.

This has taken place in a challenging global context marked, among others, by the consequences of the Covid-19 pandemic and by Russia's war of aggression against Ukraine. The hearing, and report, will enable the Parliament to provide recommendations ahead of the mid-term evaluation of the Global Europe instrument, which the Commission shall conclude by the end of 2024.

Missions - Mission to Washington D.C. and Wisconsin, U.S., 15–19 May 2023 - 15-05-2023 - Committee on Foreign Affairs

A delegation of seven AFET Members travelled to Washington D.C. and Wisconsin, United States from 15 to 19 May. The main goal of the mission was to establish and deepen the political dialogue with the US administration and meet counterparts in Congress, following the US mid-term elections. Members held meetings with Government and Congress representatives in Washington D.C., as well as think tanks

The visit to Wisconsin, a swing and bellwether State, provided AFET members with an in-depth look into the political climate of grass-roots America from a transatlantic perspective. In addition to meeting the political authorities and institutions of the State of Wisconsin, Members also met management and students form the Jean Monnet Programme on European and Global studies at the University of Madison - Wisconsin, representatives of the Greater Madison Chamber of Commerce and the Trade Unions.The mission was the first AFET mission to the US under the Biden administration and also the first AFET mission to Wisconsin.

The visit in Wisconsin allowed members to feel the political temperature outside Washington D.C. and particularly in a state like Wisconsin, which is in a very special political situation due to the gerrymandering and the resulting blockages of the legislative process.

A delegation of AFET Members will travel to Santiago and Valparaíso (Chile) and Brasília (Brazil) from 18 to 23 June 2023. The main goal of this mission is to discuss how to make a qualitative leap in the EU-Latin America strategic bi-regional partnership in view of the CELAC-EU Summit on 17-18 July 2023.

Members will hold meetings with Chilean and Brazilian authorities to discuss global and regional security dynamics against the backdrop of the Russian war of aggression against Ukraine and the assertive behaviour of China. The visit will allow to exchange views on the state of bilateral relations in view of the forthcoming ratification of the EU-Chile Advanced Framework Agreement by the European Parliament and reinvigorating the strategic partnership with Brazil.
