Highlights - Hearing on Future-proof jobs and skills training for the digital and green transition - Committee on Employment and Social Affairs

On 17 July EMPL Committee will hold a hearing on "Future-proof jobs and skills training for the digital and green transitions". Members will discuss how vital it is to ensure that the current and future workforce is equipped with necessary skills to fully reap the benefits of the green and digital transitions.

In dialogue with experts and stakeholders, they will explore how these transitions will affect the labour market and in which ways they may be leveraged as an opportunity to create high-quality with good working conditions in all sectors and regions across the EU. Reskilling and upskilling workers is a social-economic responsibility, and the involvement of social partners is crucial to accomplish this transition - a key element reflected in the "European Year of Skills 2023." The hearing will include speakers from various organisations and stakeholders, notably Circle Economy, Cedefop, Eurofound, ELA, BusinessEurope, ETUC and OECD.

Highlights - AFET / DEVE - Implementation of the NDICI – Global Europe Instrument - Committee on Foreign Affairs

On the 29th of June SANT will hold a hearing on ‘Mental health of youth’. Mental health is one of the most important public health issues in the Union and one that in particular has an impact on youth. Protecting adolescents from adversity, promoting socio-emotional learning and psychological well-being, and ensuring access to mental health care are critical for their health and well-being during adolescence and adulthood.

Highlights - Public hearing: The implementation of the Eel Regulation 1100/2007 - Committee on Fisheries

On Tuesday, 27 June 2023, the Committee on Fisheries held a public hearing entitled "The implementation of the Eel Regulation 1100/2007". The hearing would provide evidence and guidance for better implementation of the Eel Regulation. European eel (Anguilla anguilla) is a migratory species with a unique life cycle. Between their spawning phase and pre-reproductive stage, European eel migrate from the Northwest Atlantic to the coasts of their distribution range and continental waters.

European eels are declining globally due to a combination of natural causes and human activity. The Eel Regulation (2007) establishes measures for the recovery of the European eel stock and obliges Member States with river basins in their national territory that constitute habitats for the eels, to establish and implement Eel Management Plans (EMPs).An EMP may contain measures, such as reducing commercial fishing activity, restricting recreational fishing, restocking measures, structural measures to make river passable and improve river habitats, transportation of silver eel from inland waters, combatting predators, measures related to hydro-electric power turbines, aquaculture and any other measure necessary for the achievement of escapement target. This means that management measures should reduce mortality from human activity to ensure the escapement to the sea of at least 40% of adult eels relative to the escapement levels that would have existed in the absence of human influences.

Latest news - Next meeting of the FISC Subcommittee - Subcommittee on Tax Matters

The next meeting of the FISC Subcommittee will take place on 17 July 2023.

From 15:00 to 16:15, the Subcommittee will host a public hearing on "Tackling the role of enablers involved in facilitating tax evasion and aggressive tax planning in the European Union (SAFE)". This will be followed by the presentation of the draft own-initiative report on "Role of tax policy in times of crisis" from 16:15 to 16:40 and the discussion of amendments on the draft own-initiative report on "Further reform of corporate taxation rules" from 16:40 to 17:00.

Highlights - Children at the heart of Europe: Two years of the European Child Guarantee - Committee on Employment and Social Affairs

In commemoration of the two-year milestone of the European Child Guarantee, the EMPL Committee, supported by its Working Group on the Child Guarantee, is arranging an Interparliamentary Committee Meeting on June 28th. This significant event will bring together European and National parliamentarians, national coordinators of the Child Guarantee, representatives of children as well as representatives from the Commission.

The objective of the meeting is to examine the National Action Plans implemented by the 27 Member States, emphasizing not only on the experiences and knowledge gained thus far, but also on tangible suggestions to reduce child poverty and social exclusion throughout the European Union.

Highlights - EMPL committee meeting 28 - 29 June 2023 - Committee on Employment and Social Affairs

Members of the EMPL Committee will vote on the draft report on vocational training and discuss the European Child Guarantee during the upcoming committee meeting on 28-29 June 2023. In the context of rapidly changing work realities and against the target of 60% adults participating in training every year by 2030, the report on vocational training calls for lifelong skills development opportunities and well-functioning continuing vocational education and training systems.

Additionally, to commemorate the second anniversary of the European Child Guarantee, Members will discuss progress made in this area with national parliaments. EMPL Members will also exchange views with Margaritis Schinas, European Commission Vice-President for Promoting our European Way of Life.

Highlights - Requirements for the protection of mental health in the workplace - Committee on Employment and Social Affairs

On 28 June, EMPL Members will hear a presentation of a study that the committee commissioned on "Minimum health and safety requirements for the protection of mental health in the workplace.” This study examines the existing national legislation and best practices implemented in EU Member States concerning the safeguarding of mental health in the workplace.

It highlights the inadequacy of current EU and national efforts in effectively protecting employees from psychosocial risks. Consequently, the study concludes that EU-level legislation is necessary to establish minimum health and safety requirements specifically addressing work-related psychosocial risks and promoting mental health in the workplace. After the presentation Members will have exchange of views with the Commission, including on the recent Commission communication on comprehensive approach to mental health.

Highlights - Study presentation: Animal welfare of farmed fish - Committee on Fisheries

On 27 June 2023, the Policy Department for Structural and Cohesion Policies presented a new study entitled "Animal welfare of farmed fish".

The study investigates the welfare of the main fish species reared in the European Union, and highlights current knowledge on fish welfare, knowledge gaps, fish needs and husbandry methods of concern for fish welfare. The study focuses on production systems and production phases in a species-specific way. Research includes a literature review, an evaluation of the regulatory framework, a stakeholders' consultation, case studies and a SWOT analysis. Conclusions and policy recommendations relevant to EU decision-making are provided.

On Monday, 26 June 2023, the FEMM Committee debated the draft opinion on “Reducing inequalities and promoting social inclusion in times of crisis for children and their families”.

Social exclusion is a complex and multidimensional phenomenon. Its key drivers are insufficient resources and poverty, but also lack of equal access to goods and services due to various forms of disadvantage, preventing full participation in the society. It is our collective shame that almost 25 million children under the age of 18 are at risk of poverty facing inequalities or social exclusion. Children living in social exclusion are more likely to become adults living in social exclusion. We need to break this dangerous cycle.

The FEMM opinion shall highlight the impact of the economic crisis on inequality, household structure and family model, the need of creation of an economic safety net for children coming from crisis (economic crisis / health crisis (COVID) / war crisis etc.) and present practices for ensuring social inclusion and for children and their families.

On Tuesday, 27 June 2023, the FEMM Committee voted on the draft opinion on “Laying down rules to prevent and combat child sexual abuse”.

At least one in five children falls victim to sexual violence during childhood. A 2021 global study found that more than one in three respondents had been asked to do something sexually explicit online during their childhood, and over half had experienced a form of child sexual abuse online. Children with disabilities face an even higher risk of experiencing sexual violence. Despite the fact that the sexual abuse and sexual exploitation of children and child sexual abuse materials are criminalised across the EU, it is clear that the EU is currently still failing to protect children from falling victim to child sexual abuse.
