On 11 May 2023, IMCO and LIBE adopted a report on the AI Act by co-Rapporteurs are Mr Brando Benifei (S&D, IMCO) and Dragoş Tudorache (Renew, LIBE). The report includes important amendments to the legislative proposal, such as a ban on predictive policing, a number of additions to the list of stand-alone AI categorised as high-risk and a strong and inclusive role for the new AI Office.

Moreover, a stronger alignment with the GDPR is proposed, as is an increased involvement of stakeholders in several areas, as well as the introduction of specific provisions related to general purpose Artificial Intelligence.

Members tabled approximately 4000 amendments to the proposal, on which compromises were elaborated.

Plenary voted in favour of the report on 14 June 2023. The first trilogue was held on 14 June 2023. The co-Rapporteurs will report back on the proceedings during the LIBE meeting of 28 June 2023.

To mark World Refugee Day at the European Parliament, the LIBE, DEVE, and DROI Committees are jointly hosting an exchange of views, focusing on forgotten crises as well as the importance of inclusion and finding solutions for displaced people who have found refuge in a foreign country.

Members will have the opportunity to hear and discuss with a panel of guests composed of Mr Bahati Mnyci, originally from the Democratic Republic of Congo and a refugee in Zimbabwe since 2003, who is now completing a Master's degree in Italy and will share his lived experience of forced displacement as well as the impact education has had throughout his life; Ms Yasmine Rockenfeller, Chief of Global Issues Unit in the UNHCR Brussels office; as well as Mr Francesco Luciani, Head of Unit for "Migration and Forced Displacement" in the Commission's Directorate-General for International Partnerships and Ms Esther Pozo Vera, Head of Unit for "Asylum" in the Commission's Directorate-General for Migration and Home Affairs.

In September 2019, the European Parliament’s Committee on Civil Liberties, Justice and Home Affairs (LIBE) decided to renew and expand the mandate of its working group on rule of law issues, which has been renamed LIBE Democracy, Rule of Law and Fundamental Rights Monitoring Group (DRFMG).

The new Group is building on the work completed in the previous parliamentary term by its predecessor, set up in June 2018 in the aftermath of the murders of the Maltese blogger and journalist Daphne Caruana Galizia, and the Slovakian journalist Jan Kuciak and his fiancée, to 'monitor the situation as regards rule of law and fight against corruption within the EU and address specific situations, in particular Malta and Slovakia'. In view of its mandate, the Group is focused on threats to democracy, the rule of law and fundamental rights, as well as the fight against corruption within the EU, across all Member States. It is meant to recommend specific actions to the LIBE Committee, such as meetings with stakeholders, hearings and missions, as well as to make suggestions for proposals for resolutions and reports. The Group's mandate was extended until end of this legislature.

Other events - Exchange of views on Eurojust Annual Report for the year 2022 - 29-06-2023 - Committee on Civil Liberties, Justice and Home Affairs

The members of the Committee will have the opportunity to discuss with Eurojust President Ladislav Hamran the Agency’s annual report for the exercise of the last year.

It was year unlike many others for Eurojust. The Russian invasion of Ukraine in February triggered an EU-wide response and included from the onset an important judicial dimension which Eurojust substantially supported. In addition, the European legislator extended Eurojust's mandate in June and entrusted it with storing, preserving and analysing evidence on core international crimes. To meet this new task, Eurojust has in the meantime set up a Core International Crime Evidence Database.

Highlights - Opinion on Democracy in the Digital Age - Committee on Civil Liberties, Justice and Home Affairs

European Group on Ethics in Science and New Technologies (EGE) handed over its Opinion on Democracy in the Digital Age to Commission Vice-President Dubravka Šuica.

Requested by President von der Leyen, the Opinion will guide the Commission in its efforts to address challenges to democracy and to foster it. In their opinion, the EGE warns that democracy can quickly become an empty shell if it is not underpinned by fundamental rights and the values it seeks to protect and promote.
