Hearings - Hearing on the EU-New Zealand Trade Agreement - 27-06-2023 - Committee on International Trade

In a public hearing on 27 June 2023, Members of the European Parliament will discuss key elements of the FTA with experts, stakeholders and decision-makers.

On 30 June 2022, former New Zealand Prime Minister Jacinda Ardern and Commission President Ursula von der Leyen announced the conclusion of the negotiations on a Free Trade Agreement (FTA) between the EU and New Zealand, after four years of negotiations. The FTA is the first EU agreement integrating the recent sustainable trade policy review protecting workers and the environment through far-reaching, enforceable provisions on sustainable development.

The consent of the EP is needed before the agreement can enter into force. The outcome of the discussion will feed in the European Parliament position on the agreement, for which the INTA Committee will be in the lead.

Highlights - 26/27 June: economic security, ACI agreement, TTC, EU-New Zealand FTA - Committee on International Trade

At its next meeting on 26 and 27 June 2023, the International Trade Committee (INTA) will vote on the outcome of the negotiations on the anti-coercion instrument following the conclusive 6 June trilogue. Members will also vote on whether to grant temporary trade liberalisation measures to support the Moldovan economy in the wake of the Russian aggression against Ukraine. Members will also vote on the agreement between EU and Chile on tariff rate quotas following Brexit.

INTA members will also vote on opinions to the AFET report on EU-Switzerland relations and to the LIBE report on information security.

The meeting will open with an exchange on the Joint Communication of 20 June 2023 on a "European Economic Security Strategy".

Executive Vice-Presidents Vestager and Dombrovskis will debrief INTA Members on the outcome and deliverables of the last EU-US Trade and Technology Council held in Sweden on 30-31 May.

Members will exchange with DG Trade on the impact of new and upcoming EU sustainability legislation on EU trade relations.

INTA will consider the draft report on the firearms proposal, as well as the draft opinions to the ITRE report on the Net Zero Industry Act and to the DEVE report on transforming extractive industries in developing countries.

On 27 June INTA will hold a public hearing on the EU-New Zealand Trade Agreement.

From 19 to 21 June, MEPs will travel to Indonesia to discuss political and trade relations as well as regional integration.

A delegation of six Members of the Committee on International Trade (INTA) will travel to Indonesia from 19 to 21 June 2023 to discuss political, economic, trade and investment relations with the EU.

The mission aims to build upon recent progress in negotiations on the Comprehensive Economic Partnership Agreement (CEPA) between the EU and Indonesia and demonstrate the Parliament's commitment to reaching a comprehensive agreement within the expected timeframe. Additionally, it provides an opportunity to address the EU's trade and economic relations with the Indo-Pacific region, as well as the implementation of the trade aspects of the recently adopted deforestation regulation. The delegation, led by the INTA Chair, Bernd Lange (S&D, DE), will engage with representatives of the government of Indonesia, as well as with Members of Parliament and other relevant partners and stakeholders.

In-Depth Analysis - Aligning European export credit agencies with EU policy goals - PE 702.590 - Committee on International Trade

Export credits are a traditional instrument used in many member states of the European Union to support the export activities of firms. They are typically provided by export credit agencies (ECAs), which in turn receive support from governments. There are currently 25 such ECAs in 21 EU member states. Financial and indirect support to exporters provided through these ECAs is significant. Recent policy initiatives of the European Commission, such as the European Green Deal and Global Gateway, raise the question of how aligned these transactions and their underlying due diligence practices are vis-à-vis high-ranking policy goals such as the green transition. The objective of the present study is to explore and compare EU trade policy in the field of export credits with a view to their alignment with these policy goals. Drawing on information from ECA annual activity reports in conjunction with expert interviews, this study identifies ongoing commitments, practices and standards and discusses the extent to which ECAs are in line with EU policy commitments. The paper outlines a set of recommendations on how ECA coherence with EU goals could be strengthened in the future, proposing, among other things, that the EU push for more systemic forms of climate risk assessment and more ambitious public disclosure practices among ECAs.

IMCO and INTA, as joint-committees, are preparing a report on the proposal for a Regulation on Prohibiting products made with forced labour on the Union market. The co-Rapporteurs are Ms Maria-Manuel LEITÃO-MARQUES (S&D, IMCO) and Ms Samira RAFAELA (Renew, INTA).

The draft report was presented at the joint committee meeting of 23 May 2023.The co-Rapporteurs highlighted in particular issues such as remediation for victims of forced labour, reversal of the burden of proof, Commission's guidelines to help inter alia SMEs, and extension of scope also to packaging, transport and distribution of goods.
Several Members who took the floor expressed their satisfaction with the draft report, while others noted their concerns, in particular about the absence of an impact assessment of the proposal.
