      <title>General documents - 86th EU-US Inter-Parliamentary Meeting, 16-17 June 2023, Stockholm, Sweden - Delegation for relations with the United States</title>

      <description>&lt;div style="float:left; margin:0px 5px 0px 0px;"&gt;&lt;img src="https://www.europarl.europa.eu/cmsdata/272158/Group_P6A6907-ms.JPG" width="180" alt="" title="©Melker Dahlstrand/Swedish Parliament"/&gt;&lt;/div&gt;&lt;div&gt;&lt;p&gt;The 86th Inter-Parliamentary Meeting (IPM) of the Transatlantic Legislators' Dialogue (TLD) took place on 16 and 17 June 2023 at the Swedish Parliament - Riksdag, in Stockholm.&lt;/p&gt;&lt;p&gt; During the meetings, seven Members of the European Parliament - led by MEP Radosław Sikorski (EPP - Poland), Chair of the European Parliament Delegation for relations with the United States and EU Co-Chair of the TLD - and ten Members of the US House of Representatives - led by Congressman Nathaniel Moran (Republican, Texas), the US Co-Chair of the TLD - heard from numerous experts and had lively discussions on transatlantic cooperation in the following areas: support to Ukraine, sanctions, security and stability in the Indo-Pacific, trade and technology, NATO enlargement and EU-NATO cooperation.&lt;/p&gt; &lt;p&gt;The meeting was officially opened by Dr. Andreas Norlén, Speaker of the Swedish Parliament and featured the participation of Members of the Riksdag's Committee on Foreign Affairs, led by their Chair, Mr. Aron Emilsson. The IPM also saw the participation of State Secretaries and other officials from the Swedish Government and senior officials from the European Commission, the European External Action Service, NATO and experts from Swedish think tanks.&lt;/p&gt; &lt;p&gt;&lt;br /&gt; At the end of the meeting, the TLD Co-Chairs, Messrs. Sikorski and Moran, together with the Vice-Chair of the European Parliament Delegation for relations with the United States, MEP Miapetra Kumpula-Natri (S&amp;D - Finland) and US Ranking Member Rep.       <description>&lt;div style="float:left; margin:0px 5px 0px 0px;"&gt;&lt;img src="https://www.europarl.europa.eu/cmsdata/238402/D-US-and-Capitol.-tela_original.jpg" width="180" alt="Photo of the delegation Members in front of the US Capitol" title="The delegation:  (from left to right) David McAllister (AFET Chair), Radosław Sikorski (TLD Co-Chair), Miapetra Kumpula-Natri (D-US 1st Vice-Chair, Nicolae Stefanuta (D-US 2nd Vice-Chair) and Bernd Lange (INTA Chair)"/&gt;&lt;/div&gt;&lt;div&gt;On 21 July 2021, the Co-Chairs of the Transatlantic Legislators' Dialogue (TLD), MEP Radosław Sikorski and Representative Jim Costa, issued the following statement upon the conclusion of the TLD in the 117th Congress in Washington DC: &lt;strong&gt;&lt;br /&gt;&lt;br /&gt;"We took the opportunity to stress that we are not just resetting this essential relationship, but are working to build it back even stronger so that we can work together to address jointly the many significant challenges that we face at this time. &lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;"On response to the coronavirus pandemic, we applaud the remarkable scientific breakthroughs that have allowed safe and effective vaccines to be developed so quickly. We called on everyone to be vaccinated as soon as they can and for vaccines to be made available to middle and low-income countries as soon as possible. Vaccines save lives. The European side called for reciprocity from the United States in lifting coronavirus-related travel restrictions. &lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;"We acknowledged that climate change is not just a future threat, but is here with us today as we see floods in Western Europe and fires in California and Oregon. We agreed that the European Union and the United States must lead together. We have not only the opportunity, but the moral obligation to future generations to act now. &lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;"We discussed how best we can develop a common approach to a rising China in order to remain competitive, to safeguard jobs and prosperity, to defend and promote democratic values. We must stand firm in the face of provocation, and resist attempts to uproot and overturn longstanding international norms that the Transatlantic alliance has worked so hard to uphold over more than seven decades. &lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;"We called on the US and EU to step up efforts to deliver results at Ministerial Conference 12 (MC12) and to establish a work program to reform the World Trade Organization. We welcomed the progress under the new administration to solve longstanding trade irritants and hope solutions can be found for the outstanding issues that remain. We stressed the need to find a permanent, broader settlement to address subsidies and overcapacity. We support joint actions to set standards in the technology space which reflect our principles and values. We welcomed the newly established Trade and Technology Council and called for it to have a significant parliamentary dimension. &lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;"We stressed the paramount importance of safeguarding the peace and prosperity which has been underpinned by the Good Friday Agreement for the people on the Island of Ireland. We called upon the government of the United Kingdom to implement fully the agreement which they themselves recently entered into, and to fulfill their treaty obligations. &lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;"These two days have confirmed the vibrancy of this cooperation between legislators across the Atlantic, coinciding with the relaunch of the Congressional European Union Caucus, and we have agreed to continue our work together in Slovenia this Fall." &lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;/strong&gt;The European Parliament delegation consisted of Radosław Sikorski (TLD Co-Chair, Poland, EPP), Miapetra Kumpula-Natri (Finland, S&amp;D), Nicolae Ștefănuță (Romania, RENEW), David McAllister (Germany, EPP) and Bernd Lange (Germany, S&amp;D). &lt;/div&gt;&lt;br /&gt;Source : &lt;a href="https://www.europarl.europa.eu/privacy-policy/en"&gt;© European Union, 2021 - EP&lt;/a&gt;</description>

      <description>&lt;div&gt;The European Parliament expresses its deep concern about the situation befalling migrants and asylum seekers at the USA-Mexico border, especially that of migrant children.&lt;br /&gt;MEPs are also deeply worried about the appalling conditions in US immigration detention facilities, which they say lack adequate healthcare, decent food and proper sanitation. Family separation and immigration detention are never in the best interests of the child, the resolution further states, while calling on the US government to stop separating families and, as a matter of urgency, to reunify all families with children who are still separated from their parents or guardians.&lt;br /&gt;MEPs stress that border management measures must comply with the US's international human rights obligations and should not be based on narrow policies aimed at detecting, detaining and expeditiously deporting irregular migrants. &lt;br /&gt;The text was adopted with 330 votes in favour, 252 against and 55 abstentions.&lt;/div&gt;&lt;div style="clear:both;float:none;"&gt;&lt;br /&gt;&lt;a href="http://www.europarl.europa.eu/doceo/document/TA-9-2019-0005_EN.html?redirect" target="_blank"&gt;EP Resolution of 18 July 2019&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;Source : &lt;a href="https://www.europarl.europa.eu/privacy-policy/en"&gt;© European Union, 2019 - EP&lt;/a&gt;</description>

      <description>&lt;div&gt;&lt;p&gt;The European Parliament adopted by 569 votes to 84 with 35 abstentions, a resolution on EU-NATO relations.&lt;/p&gt;&lt;p&gt;Members were convinced that the EU and NATO, who share the same values in pursuit of international peace and security, faced similar strategic challenges.       <description>&lt;div&gt; &lt;p&gt;2016/0126(NLE) - 01/12/2016 Text adopted by Parliament, 1st reading/single reading&lt;/p&gt; &lt;p&gt;The European Parliament adopted by 481 votes to 75, with 88 abstentions, a legislative resolution on the draft Council decision on the conclusion, on behalf of the European Union, of the Agreement between the United States of America and the European Union on the protection of personal information relating to the prevention, investigation, detection, and prosecution of criminal offenses.&lt;/p&gt; &lt;p&gt;In line with the Committee on Civil Liberties, Justice and Home Affairs, the European Parliament gave its consent to the conclusion of the Agreement.&lt;/p&gt; &lt;p&gt;The Agreement aims at establishing a comprehensive framework of data protection principles and safeguards when personal information is transferred for criminal law enforcement purposes between the United States, on the one hand, and the European Union or its Member States on the other.       <description>&lt;div style="float:left; margin:0px 5px 0px 0px;"&gt;&lt;img src="https://www.europarl.europa.eu/resources/library/images/20160425PHT24634/20160425PHT24634_width_175.jpg" width="180" alt="Calculator and magnifying glass on Euro banknotes" title="Mid-term review of the MFF © European Union (2016)"/&gt;&lt;/div&gt;&lt;div&gt;The European Parliament adopted by 280 votes to 254, with 30 abstentions a resolution on the suspension of the TFTP agreement as a result of US National Security Agency surveillance.&lt;br /&gt;The resolution was tabled by the S&amp;D, Greens/EFA and ALDE groups.&lt;br /&gt;It asked the Commission to suspend the Agreement on the processing and transfer of Financial Messaging Data from the EU to the US for the purposes of the Terrorist Finance Tracking Program (TFTP Agreement). Members were seriously concerned about recently revealed documents on the NSA's activities as regards direct access to financial payment messages and related data, which would constitute a clear breach of the Agreement. &lt;br /&gt;&lt;br /&gt;Members called for a full on-site technical investigation into allegations that the US authorities have had unauthorised access or created possible back doors in the SWIFT servers. &lt;br /&gt;&lt;br /&gt;The Parliament reiterated the need to base any data sharing agreement with the US on a coherent legal data protection framework.&lt;/div&gt;&lt;div style="clear:both;float:none;"&gt;&lt;br /&gt;&lt;a href="http://www.europarl.europa.eu/sides/getDoc.do?type=TA&amp;language=EN&amp;reference=P7-TA-2013-449" target="_blank"&gt;EP resolution of 23 October 2013&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;Source : &lt;a href="https://www.europarl.europa.eu/privacy-policy/en"&gt;© European Union, 2019 - EP&lt;/a&gt;</description>

      <description>&lt;div style="float:left; margin:0px 5px 0px 0px;"&gt;&lt;img src="https://www.europarl.europa.eu/resources/library/images/20140213PHT35924/20140213PHT35924_width_175.jpg" width="180" alt="EU USA flag illustration" title="EU-US trans-Atlantic relations - ©BELGA/AFP/G.Gobet © BELGA/AFP/G.Gobet"/&gt;&lt;/div&gt;&lt;div&gt;The European Parliament issued a resolution on 13 June 2013 on the role of the EU in promoting a broader Transatlantic Partnership (2012/2287(INI))&lt;br /&gt;&lt;br /&gt;In this resolution, the Parliament invites Barack Obama to address the European Parliament at its plenary session in Strasbourg during his next visit to Europe. &lt;br /&gt;&lt;br /&gt;The resolution stresses that the Transatlantic Trade and Investment Partnership (TTIP) will represent a significant boost to the EU and US economies. It will reinvigorate the EU-US relationship, and its global impact would go beyond its bilateral implications, by providing common approaches to rules and standards in global trade, investment and trade-related areas. &lt;br /&gt;&lt;br /&gt;Among other topics, the resolution also underlines the need for a debate on armed drones and their limits and the need to take steps towards a future international regulation, given the global implications.&lt;/div&gt;&lt;div style="clear:both;float:none;"&gt;&lt;br /&gt;&lt;a href="http://www.europarl.europa.eu/sides/getDoc.do?type=TA&amp;language=EN&amp;reference=P7-TA-2013-280" target="_blank"&gt;EP resolution of 13 June 2013&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;Source : &lt;a href="https://www.europarl.europa.eu/privacy-policy/en"&gt;© European Union, 2019 - EP&lt;/a&gt;</description>
