Latest news - 6th EU-Vietnam Interparliamentary Meeting, Hanoi, 19 to 21 June 2023 - Delegation for relations with the countries of Southeast Asia and the Association of Southeast Asian Nations (ASEAN)

The 6th EU-Viet Nam Inter-Parliamentary Meeting (IPM) was held in Ha Noi, Viet Nam, on 19-21 June. The European Parliament Delegation to the IPM was lead by MEP Daniel CASPARY, Chair of the Delegation for relations with Southeast Asia and ASEAN. Matters of common interest were discussed such as Russia's war on Ukraine, the EU- Viet Nam Free Trade Agreement (EVFTA), the EU- Viet Nam Investment Protection Agreement (IPA), Illegal, Unreported and Unregulated (IUU) fishing, the EU-Viet Nam Just Energy Partnership, and the EU- Viet Nam Voluntary Partnership Agreement (VPA) on Forest Law Enforcement, Governance and Trade (FLEGT), as well as infrastructure needs of Viet Nam's economy.

The Bureau of the Southeast Asia Delegation held an informal meeting over a working lunch with the Ambassadors of the 10 ASEAN Missions to the EU in Strasbourg on Wednesday 15 March. Vice Chair Marianne Vind welcomed the Ambassadors and informed them of forthcoming activities of the Delegation. She indicated that ASEAN parliaments would be invited to the 3rd Inter-regional EP-AIPA Dialogue Meeting in Strasbourg in November.

The European Parliament adopted by 496 votes to 11, with 36 abstentions, a resolution on Cambodia: the case of opposition leader Kem Sokha. The text adopted in plenary was tabled by the EPP, S&D, Renew, Greens/EFA, ECR, The Left groups and Members.

Kem Sokha, the former Cambodia National Rescue Party (CNRP) president was arrested in 2017 over accusations of conspiracy to overthrow Prime Minister Hun Sen and held in arbitrary pre-trial detention until his conditional release into house arrest on 10 September 2018. On 3 March 2023, following a trial deemed by UN experts to have 'failed to meet the standard of either Cambodian or international human rights law', Phnom Penh Municipal Court sentenced Kem Sokha to 27 years in jail, which he is temporarily allowed to serve under house arrest, and indefinitely suspended his political rights to vote and to stand for election.

As a result of the latest developments, Parliament calls for the dissolved parties in Myanmar to be reinstated and urges the junta to immediately and unconditionally release all political prisoners. MEPs call for the unlawful state of emergency in the country to end immediately, for the military's indiscriminate use of force to stop, for the civilian government and parliament to be restored, and for a path towards democracy to be re-established.
In addition, the resolution calls on the EU and member states to substantially increase humanitarian aid to the people and refugees of Myanmar, including the Rohingya. MEPs also want the EU to introduce additional targeted sanctions against the Burmese military and its business interests. Any engagement with Myanmar, including by private companies, must be subject to strengthened human rights due diligence processes to protect and guarantee workers' rights.The resolution was adopted by 454 votes in favour, 5 against and 39 abstentions.

Parliament calls on the authorities in Cambodia to immediately and unconditionally release the opposition leader Kem Sokha as well as all opposition activists convicted or held in custody on politically motivated charges.MEPs urge the authorities to ensure free and fair elections in July 2023, allowing all political parties to carry out an equal, free and transparent electoral campaign under a more inclusive and transparent National Election Committee. The largest opposition party, Cambodia National Rescue Party (CNRP), must be reinstated immediately to be able to participate in the 2023 elections.The resolution also calls for VOD, one of Cambodia's last independent media that has been closed in February, to be reinstated immediately. It urges the Council to adopt targeted sanctions, under the EU Global Human Rights Sanctions Regime.

On Thursday 8 December 2022 the European Parliament and the National Assembly of Thailand held the 12th EU-Thailand inter-parliamentary meeting. The European Parliament was represented by the Delegation for relations with Southeast Asian countries and ASEAN (DASE).

Co-chaired by the Vice-Chair of DASE Delegation, Tomasz Poręba, Member of European Parliament, and Senator Kitti Wasinondh, the Senate of Thailand, the meeting focused on the following topics:
• Global and regional security issues including Russia's war in Ukraine, South China Sea and Taiwan and new areas of security of cybersecurity and disinformation.

• Recent developments in EU-Thailand bilateral relations such as conclusion of the Partnership and Cooperation Agreement, state-of-play for the start of free trade agreement negotiations, cooperation on green transition and growth, conclusion of the EU-ASEAN Air Transport agreement, sustainable forestry management, and science and research cooperation.

Strongly condemning the military junta's violent and illegitimate rule in Myanmar, MEPs urge it to drop all politically motivated charges against the members of the press and media workers, and unconditionally release every unfairly-detained journalist. They also call on the juntato immediately end its abuses, including arbitrary arrests and detention, torture, sexual violence and other ill-treatment, as well as unfair trials against people working in the media.

The resolution welcomes the sanctions imposed by the Council against members of the junta and their businesses, and calls on the EU to introduce additional targeted sanctions against those responsible for the country's most serious human rights violations.Finally, MEPs condemn Russia and China for their political, economic and military backing of Myanmar's junta.

MEPs condemn the continuous prosecution of opposition politicians, trade unionists, human rights defenders, journalists, environmentalists, students and others in Cambodia. They highlight how this sweeping crackdown is being orchestrated by Prime Minister Hun Sen and his Cambodian Peoples' Party.The resolution condemns the dissolution by the Cambodian Supreme Court of the country's largest opposition party - the Cambodia National Rescue Party (CNRP) - in November 2017. MEPs expressed their deep concern over backsliding on human rights in Cambodia ahead of local elections in June 2022 and national elections in 2023. They say that the European Commission should be prepared to use all tools available, including a complete suspension of Cambodia's 'Everything But Arms' status and other sanctions, if electoral observers find evidence of unfair elections.The text was adopted by 526 votes in favour, with 5 against and 63 abstentions.
