      <title>General documents - European Parliament resolution on the challenges facing the Republic of Moldova, 19 April 2023 - Delegation to the EU-Moldova Parliamentary Association Committee</title>

      <description>&lt;div&gt; &lt;p&gt;The text was adopted by 555 votes in favour, 49 against with 26 abstentions &lt;/p&gt; &lt;p&gt;Parliament strongly condemns Russia's repeated attempts to destabilise the Republic of Moldova by the use of hybrid means, the weaponisation of energy supplies, the repeated violations of its airspace, disinformation campaigns and staged protests, as well as the threat of the use of force. MEPs stand in solidarity with the Moldovans and reiterate their unwavering support for the independence, sovereignty and territorial integrity of the country.&lt;/p&gt; &lt;p&gt;MEPs call on the EU and its Member States to:&lt;/p&gt; &lt;p&gt;- take action to counter Russia's use of hybrid means;&lt;/p&gt; &lt;p&gt;- step up its support in combating disinformation, cyberattacks and other hybrid attacks;&lt;/p&gt; &lt;p&gt;- establish immediate sanctions against those that attempt to destabilise Moldova and call on the EU to sanction fugitive oligarchs Ilan Șor and Vladimir Plahotniuc personally and, where appropriate, sanction their businesses and political organisations.&lt;/p&gt; &lt;/div&gt;&lt;div style="clear:both;float:none;"&gt;&lt;br /&gt;&lt;a href="https://www.europarl.europa.eu/cmsdata/269167/TA-9-2023-0112_EN.pdf" target="_blank"&gt;The text of the resolution&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;Source : &lt;a href="https://www.europarl.europa.eu/privacy-policy/en"&gt;© European Union, 2023 - EP&lt;/a&gt;</description>

The meeting addressed Moldova's EU integration and the justice reform, as well as the country's geopolitical situation. The meeting addressed Moldova's EU candidate status that was granted by the European Council on 23 June 2022. Participants also discussed the pressing issue of Moldova's energy security and the ongoing justice reform.       <description>&lt;div&gt;&lt;strong&gt;Statement by the Chair of the European Parliament Delegation to the EU-Moldova Parliamentary Association Committee, MEP Siegfried MUREŞAN,&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;on the decision of the European Council of 23 June 2022 on the EU membership application of Moldova&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt;&lt;strong&gt;&lt;br /&gt;&lt;/strong&gt; &lt;p&gt;&lt;strong&gt;Brussels, 23 June 2022 &lt;/strong&gt;- &lt;em&gt;"The European Council decision to grant EU candidate status to the Republic of Moldova is a victory for the citizens of Moldova and a victory for the strong political leadership we are witnessing now in Chisinau.&lt;/em&gt;&lt;/p&gt; &lt;em&gt; &lt;/em&gt;&lt;p&gt;&lt;em&gt; &lt;/em&gt;&lt;/p&gt; &lt;p&gt;&lt;em&gt;The Commission acknowledged last week that the country has recently embarked on a strong reform agenda and has established a solid basis to further alignment with the EU acquis.&lt;/em&gt;&lt;/p&gt; &lt;em&gt; &lt;/em&gt;&lt;p&gt;&lt;em&gt; &lt;/em&gt;&lt;/p&gt; &lt;p&gt;&lt;em&gt;Indeed the Republic of Moldova is led today by the most reformist, pro-European government in the last 30 years. President Maia Sandu, the Government of Moldova and the Parliament of the Republic of Moldova are united in the implementation of the necessary reforms to bring Moldova closer to the European Union. &lt;/em&gt;&lt;/p&gt; &lt;em&gt; &lt;/em&gt;&lt;p&gt;&lt;em&gt; &lt;/em&gt;&lt;/p&gt; &lt;p&gt;&lt;em&gt;In addition, by welcoming over half a million refugees on its territory and offering them shelter, food and healthcare, the Republic of Moldova has proven, beyond any doubt, that it acts in European spirit. The citizens of Moldova have proven their merit for a European perspective.&lt;/em&gt;&lt;/p&gt; &lt;em&gt; &lt;/em&gt;&lt;p&gt;&lt;em&gt; &lt;/em&gt;&lt;/p&gt; &lt;p&gt;&lt;em&gt;We can only live in safety and security within the borders of the European Union if our immediate neighbouring countries are safe and stable.       <description>&lt;div style="float:left; margin:0px 5px 0px 0px;"&gt;&lt;img src="https://www.europarl.europa.eu/cmsdata/249491/20220406_EP-129494A_ENG_007-ms.jpg" width="180" alt="" title=""/&gt;&lt;/div&gt;&lt;div&gt;On 6-7 April 2022, the EU-Moldova Parliamentary Association Committee (PAC) held its 11th meeting. The PAC sent a strong signal of solidarity and support to the Republic of Moldova as the country has been most affected by Russia's unprovoked and unjustified military aggression against Ukraine. The PAC adopted a statement and recommendations which commends the great solidarity shown by the citizens of the Republic of Moldova and its authorities towards the refugees from Ukraine. It welcomes Moldova's EU membership application and called on the EU institutions to grant the country EU candidate status, in line with Article 49 TEU and 'on the basis of merit'. It also calls on the country to be integrated into the EU single market in the meantime.       <description>&lt;div&gt;The resolution calls on the EU institutions to grant EU candidate status to Moldova, along with Ukraine and Georgia, in line with Article 49 TEU and 'on the basis of merit,' while ensuring that Moldova continues to be integrated into the EU single market in the meantime. MEPs call on the Commission to assist Moldova in preparing a credible pre-accession strategy for EU membership and point out the need to set up a new Commission Support Group for the country. MEPs note that some important steps to implement the reforms have been taken, but a lot more work needs to be done.       <description>&lt;div&gt;&lt;p&gt;&lt;strong&gt;Brussels, 19 October 2021 &lt;/strong&gt;- &lt;em&gt;"I very much welcome the ratification of the Council of Europe Convention on preventing and combating violence against women and domestic violence&lt;/em&gt;&lt;br /&gt;&lt;/p&gt;&lt;p&gt;&lt;em&gt; (the Istanbul Convention) by the Parliament of the Republic of Moldova.&lt;/em&gt;&lt;/p&gt; &lt;p&gt;&lt;em&gt;The Istanbul Convention is the first legally-binding international instrument on preventing and combating violence against women and girls. It establishes a comprehensive framework of legal and policy measures for preventing such violence, supporting victims and punishing perpetrators. &lt;/em&gt;&lt;/p&gt; &lt;p&gt;&lt;em&gt;Violence against women and girls is one of the most abject and pervasive form of human rights violations, and it is a tragic manifestation of gender inequality and systemic gender-based discrimination. The 9th PAC meeting was chaired jointly by MEP Siegfried MUREŞAN and Moldovan MP Ruxanda GLAVAN. The meeting agenda covered three main topics: The health situation in Moldova and the economic recovery; The implementation of the EU-Moldova Association Agreement, a review of the ongoing reform and of the state of play of the EU macro-financial support; And, finally, an exchange of views on political developments in the Republic of Moldova.       <description>&lt;div&gt;The EU-Moldova Parliamentary Association Committee held an informal bureau meeting on 10 June with the aim to discuss the impact of Covid-19 on the Republic of Moldova, the EU's aid and macrofinancial support and the political developments in the country.&lt;br /&gt;The meeting was co-chaired by the co-Presidents of the Parliamentary Association Committee EU-Moldova, Siegfried Muresan MEP, the European Parliament's Chair of the Delegation on relations with the Republic of Moldova and Monica Babuc MP, Chairwoman of Moldova's Delegation. &lt;br /&gt;&lt;br /&gt;Following the exchange between the two delegations, the two delegations made a joint statement:&lt;br /&gt;"The Covid-19 pandemic has hit hard many countries and has caught them unprepared, including the Republic of Moldova. The virus had a tragic effect on many Moldovan families and has seriously affected the economy, destroyed many jobs, and resulted in negative trade. It has also caught off guard an underdeveloped and understaffed healthcare sector.&lt;br /&gt;&lt;br /&gt;"To this extent, the EU's aid and macrofinancial assistance came as a great support to the Moldovans in difficult times. The EU has shown once again that it remains a real partner ready to help the Moldovans in times of crisis. The Republic of Moldova also remains greatly thankful to individual EU states who provided support, such as Romania.&lt;br /&gt;&lt;br /&gt;"At the same time, the high number of daily increases of coronavirus cases in Moldova continue to be of great concern to the European Parliament's delegation, especially following the government's decision to ease the lockdown measures. In order to avoid further lockdowns, it is necessary to invest in healthcare and increase the capacities of the hospitals. The Co-Chair Muresan has encouraged the Moldovan side to ask for and seek additional support from the EU or its member states to help and equip the healthcare sector to fight the virus as soon as possible. The EU is ready to provide financial support to Moldova based on previously agreed conditionalities and is keen to see the government adopting as soon as possible the necessary measures, such as the NGO law or CSM reform, in order to receive the second tranche of the EU assistance.       <description>&lt;div&gt;&lt;p&gt;The European Parliament adopted by 396 votes to 76, with 18 abstentions, a resolution on the implementation of the EU Association Agreement with Moldova.&lt;/p&gt; &lt;p&gt;While stressing the importance of the AA/DCFTA and the progress achieved by Moldova to date in a number of areas, Members insisted, however, that full implementation of the AA/DCFTA, with regard, in particular, to political reforms, must be a top priority, enabling a further deepening of the country's relations with the EU, for the benefit of all Moldovan citizens.&lt;/p&gt;&lt;p&gt;Members are concerned the &lt;strong&gt;country is backsliding in relations to democratic standards&lt;/strong&gt;, rule of law, lack of fair and transparent elections as well as impartial judiciary, insufficient anti-corruption and anti-money laundering efforts. Filip responded positively to our invitation to present how his government intends to tackle the pressing issues that the country and its citizens are currently facing.       <description>&lt;div&gt;&lt;p&gt;The European Parliament adopted by 343 votes to 35 with 160 abstentions, a resolution on the political crisis in Moldova following the invalidation of the mayoral elections in Chișinău.[...].&lt;/p&gt;&lt;p&gt;European Parliament called on the Moldovan authorities to:&lt;/p&gt;&lt;ul class="list_inbox"&gt;&lt;li&gt;&lt;strong&gt;reform the judicial system&lt;/strong&gt;, including nominating new judges, so as to prevent the judiciary from intervening in the electoral and political process or in any other way undermining the democratically expressed will of the people of Moldova;&lt;/li&gt;&lt;li&gt;make determined efforts to &lt;strong&gt;recover the funds stolen&lt;/strong&gt; as a result of the 2014 banking fraud during which a total of around USD 1 billion was stolen from the Moldovan financial system, and bring those responsible to justice, irrespective of their political affiliation;&lt;/li&gt;&lt;li&gt;address the recommendations of the OSCE/ODIHR and the Venice Commission on &lt;strong&gt;electoral reform&lt;/strong&gt;;&lt;/li&gt;&lt;li&gt;respect international principles and best practices and guarantee an &lt;strong&gt;enabling environment for civil society.&lt;/strong&gt;&lt;/li&gt;&lt;/ul&gt;&lt;/div&gt;&lt;div style="clear:both;float:none;"&gt;&lt;br /&gt;&lt;a href="http://www.europarl.europa.eu/sides/getDoc.do?pubRef=-//EP//TEXT+TA+P8-TA-2018-0303+0+DOC+XML+V0//EN&amp;language=EN" target="_blank"&gt;EP Resolution 5 July 2018&lt;/a&gt;&lt;/div&gt;&lt;br /&gt;Source : &lt;a href="https://www.europarl.europa.eu/privacy-policy/en"&gt;© European Union, 2018 - EP&lt;/a&gt;</description>
