General documents - 28th meeting of the EU-Mexico Joint Parliamentary Committee in Mexico, 3-5 Nov 2022 - Delegation to the EU-Mexico Joint Parliamentary Committee

The 28th meeting of the EU-Mexico Joint Parliamentary Committee took place from 3-5 November in Mexico City and State of Quintana Roo.

This meeting represented the first EU-Mexico JPC organised in person after the COVID-19 pandemic. The JPC meeting covered 5 main topics:

(1) the political, economic and social situation in Mexico and in the European Union,
(2) the modernised Global Agreement Mexico-European Union,
(3) the cooperation on Migration, from the perspective of countries of Transit and Destination,
(4) the exchange of Best Practices on Gender Equality and Combating Violence against women,
(5) and the bilateral cooperation in the area of Security and Justice.

More specifically, the meeting evaluated the state of play of the modernised EU-Mexico 'Global Agreement' and the efforts to definitively conclude the agreement and submit for ratification by the Mexican Congress and the European Parliament.

Items for discussion included an Exchange of views on the political, economic and social situation in the EU and Mexico, on the State of play of the conclusions of the EU-Mexico Global Agreement and on the war in Ukraine and its effects on economics in the world.

The situation of journalists and human rights defenders in Mexico

MEPs condemn the alarming rate at which journalists and human rights defenders in Mexico, including environmental defenders and indigenous people, are being threatened, harassed and killed.

The resolution notes that Mexico has long been the most dangerous and deadliest place for journalists outside an official war zone, as reported by different non-governmental organisations. It states that, according to official sources, at least 47 journalists have been assassinated in the country since the last presidential elections in July 2018.

In addition to the threats posed by drug cartels and other criminal networks, Parliament also notes with concern the "systematic and tough critiques" used by the highest authorities of the Mexican Government against journalists and their work, while condemning the frequent attacks on media freedom and media workers. MEPs call on the authorities to refrain from stigmatising journalists and human rights defenders and to ensure their protection.

The text states explicitly that Mexico's President Andrés Manuel López Obrador has often used press briefings to denigrate and intimidate independent journalists. MEPs say this rhetoric of abuse generates an atmosphere of relentless unrest towards independent media.

Eurodiputados viajan a México para fortalecer la diplomacia parlamentaria

Un grupo de eurodiputados viajará esta semana a México donde se reunirán con algunos de sus homólogos miembros de la Comisión Parlamentaria Mixta (CPM) y con representantes del gobierno.

El objetivo de la visita es revitalizar las relaciones interparlamentarias y abordar las cuestiones claves de la alianza estratégica entre México y la Unión Europea.

Cinco eurodiputados, de tres grupos políticos del PE, estarán en Ciudad de México del jueves 28 al sábado 30 de octubre.

Massimiliano Smeriglio (S&D, Italia), copresidente de la Comisión Parlamentaria Mixta México-UE y jefe de la delegación, señaló: «Estoy muy contento de poder ir a Ciudad de México y reunirme con nuestra contraparte, aunque se trate de una pequeña delegación de eurodiputados.

The Delegation to the EU-Mexico Joint Parliamentary Committee (D-MX) visited Mexico City from 28-30 October 2021.

Members met with Mexican members of the EU-Mexico Joint Parliamentary Committee (JPC), Congress and Government authorities as well as representatives of civil society and universities with a focus on promoting stronger relations between the EU and Mexico as well as cooperation on regional and global challenges.

The mission finished with a field visit to an EU funded project.

The situation of journalists and human rights defenders in Mexico

MEPs condemn the alarming rate at which journalists and human rights defenders in Mexico, including environmental defenders and indigenous people, are being threatened, harassed and killed.

The resolution notes that Mexico has long been the most dangerous and deadliest place for journalists outside an official war zone, as reported by different non-governmental organisations. EU and Mexico hold First High Level Dialogue on Multilateral Issues

Today the European Union and Mexico held their first High Level Dialogue on Multilateral Issues.

Participants highlighted the opportunities this Dialogue provides for strengthening their cooperation particularly in the context of Mexico's forthcoming membership in several United Nations bodies, notably the Security Council, the Human Rights Council and the Economic and Social Council for the 2021-2023 period. The EU and Mexico partnership is based on a common commitment to democracy, the rule of law, the protection and promotion of human rights, inclusion and gender equality. The COVID-19 pandemic has highlighted the importance of concerted global action.
