Paraguay: Statement by the High Representative on the presidential and general elections

High Representative/Vice-President Josep Borrell extends his congratulations to Santiago Peña as President-elect of Paraguay.

On 30 April, Paraguay held general and departmental elections. Paraguayan citizens demonstrated again their commitment to democracy and to their institutions by exercising their democratic rights.

Following an invitation from the Government of Paraguay, the EU deployed an Election Observation Mission (EOM) led by MEP Gabriel Mato throughout the country to undertake an independent, impartial and technical assessment of all aspects of the electoral process. The Mission has held a press conference, highlighting that despite a polarised campaign environment, fundamental freedoms were generally respected and voters were able to cast their ballots in an orderly fashion.

The EU EOM will remain in the country until the completion of the electoral process to observe the post-election developments. It will subsequently issue its final report, offering recommendations for future electoral processes.

Paraguay is a key partner for the European Union and its Member States in the region, as well as at the multilateral level. Ties are long established and strong, and the EU is keen to continue to help Paraguay in its efforts to consolidate its democracy and enhance governance, as part of the many strands of our bilateral, regional and multilateral cooperation.

To strengthen our partnership further, the EU looks forward to working with the President-elect Peña, and other newly elected bodies, as soon as the electoral process is finalised.

Paraguay: The European Union deploys an Election Observation Mission

In response to an invitation by the Superior Court of Electoral Justice (TSJE), the European Union has decided to deploy an EU Election Observation Mission (EU EOM) to the general elections in Paraguay, scheduled for 30 April 2023.

Josep Borrell, High Representative of the Union for Foreign Affairs and Security Policy, has appointed Mr Gabriel Mato, Member of the European Parliament, as Chief Observer for this mission. The EU previously deployed Election Observation Missions to Paraguay 2013 and 2018 elections.

High Representative Borrell stated: "The decision to deploy an EU EOM to the general elections in Paraguay reflects the European Union's long-term commitment to credible, transparent and inclusive elections. The presence of the EU EOM provides an opportunity for increased voters and stakeholders' confidence in this electoral process. Under the leadership of Chief Observer Mato, I am confident that the EU EOM's final report will also provide an important contribution to Paraguay's efforts and aspirations to further strengthening its democracy."

The Chief Observer, Mr Gabriel Mato said: "I feel honoured to head an EU EOM to Paraguay. We hope these elections will constitute an important step in Paraguay's efforts to reinforce its democratic institutions. We intend to contribute again to an overall credible, transparent and inclusive process with our independent, impartial and technical observation. After the elections, as in the past, we will also keep working with the Paraguayan authorities on the implementation of the observation mission's recommendations," Gabriel Mato declared.

Joint statement on the illegal storming of democratic institutions in Brazil

Lead MEPs condemn Sunday's violent storming of the Congress, the Presidential Palace and the Supreme Court of Justice in Brasilia by supporters of former president Jair Bolsonaro.

Chair of the EP Foreign Affairs Committee David McAllister (EPP, DE), Chair of the Delegation to the Euro-Latin American Parliamentary Assembly Javi López (S&D, ES), Chair of the Delegation for relations with the Federative Republic of Brazil José Manuel Fernandes (EPP, PT) and Chair of the Delegation for relations with Mercosur Jordi Cañas (Renew, ES), stated:

"We strongly condemn yesterday's violent and illegal storming of the Congress, the Presidential Palace and the Supreme Court of Justice in Brasilia by supporters of former President Jair Bolsonaro. This was an inacceptable and heinous attack on the heart of Brazilian democracy, whose perpetrators and instigators must be punished with the full force of the law.

We express our full solidarity with the Brazilian Congress, the government of President Lula da Silva and all other democratic institutions in Brazil. It is one of the fundamental principles of democracies that results of fair and transparent elections must be respected, and any attempt to overturn them through violent acts must be firmly rejected. We are concerned about the increasing acts of political violence by extremist supporters of Brazil's former president, which directly promote speeches and actions that move to confrontation, hatred, radicalization and even crime. We call on all parties to do everything possible to overcome this dangerous situation and urgently adopt measures to prevent these acts from happening again while bringing those responsible to justice."

Venezuela: Joint Statement on Venezuela Negotiations in Mexico

The following statement was released by the EU High Representative for Foreign Affairs and Security Policy Josep Borrell Fontelles, US Secretary of State Antony J. Blinken, the Canadian Minister of Foreign Affairs the Honourable Mélanie Joly, and the United Kingdom Secretary of State for Foreign, Commonwealth and Development Affairs James Cleverly.

We welcome the decision announced today by Venezuelan negotiators to restart the dialogue process in Mexico City. We urge the parties to engage in good faith toward a comprehensive agreement leading to free and fair elections in 2024, the restoration of democratic institutions, and an end to the humanitarian crisis in Venezuela.

We welcome the Mesa Social humanitarian agreement and the willingness of all parties to pursue joint initiatives that will benefit the Venezuelan people and help address their dire humanitarian needs. This agreement provides the template for how further progress can be secured. We are grateful for the work of the United Nations towards this goal.

We believe that participation in the negotiations should be inclusive, diverse, and representative of the Venezuelan population to ensure that an agreement is durable and long-lasting.

We continue to call for the unconditional release of all those unjustly detained for political reasons, the independence of the electoral process and judicial institutions, freedom of expression including for members of the press, and respect for human rights.

Venezuela: hope for a negotiated political solution

HR/VP Blog - Last week I attended the Paris Peace Forum. During the event, French President Emmanuel Macron and his Argentinian and Colombian counterparts, Alberto Fernández and Gustavo Petro, met with representatives of the Venezuelan government and opposition. This meeting was timely and necessary. For years, I have tried to help find a political solution to the Venezuelan crisis; the time is now ripe for a deal.

In recent years, Venezuela has been struggling with its worst economic, political and social crisis, resulting in a humanitarian emergency of overwhelming dimensions and the largest migrant outflow in the American continent's history. From a total population of 30 million people, 7.1 million Venezuelans have left their country since 2015, with more than 6 million hosted in countries of the Latin America and Caribbean region. The European Union has been, since the very beginning, at the forefront in assisting Venezuelans inside and outside their country. Between 2016 and 2022, the EU has allocated more than € 315 Million in response to the Venezuela crisis and most recently we announced an additional €30 Million.

The time to act is now

I thank President Macron for his initiative at the Paris Peace Forum: the time to act is now. The international situation, marked by Russia's war of aggression against Ukraine and the food and energy crisis, is pushing us to work with even greater determination for peace. The Venezuelan people and the countries of the region, which have so generously received millions of Venezuelan refugees, have been waiting too long. I encourage the Venezuelan negotiating parties to resume their dialogue in Mexico as soon as possible. Only Venezuelans can address the critical issues that have plunged the country into its long political and humanitarian crisis

Uruguay and Argentina, key partners to bring the EU and Latin America closer

HR/VP Blog - This week, I co-chaired an EU-CELAC ministerial meeting in Buenos Aires. Ahead of this event, I met many Uruguayan and Argentinian leaders. Both countries are key partners in bringing Latin America and Europe closer: a goal that I am pursuing since the beginning of my mandate but that becomes urgent at a time of growing geopolitical tensions.

Uruguay, a country of 3.5 million inhabitants, is a stable democracy with a developed social model, which makes it one of our closest partners in Latin America. While EU-Uruguay relations are close, my visit was the first bilateral one by an HR/VP. I met President Luis Lacalle Pou, Vice-President and President of the Senate, Beatriz Argimón, the Minister of Foreign Affairs Francisco Bustillo and the Minister of Economy Azucena Arbeleche.

Agradezco al Presidente de la República Argentina [Alberto Fernández] la audiencia que me ha concedido y la oportunidad de hablar con él y discutir sobre los grandes temas del momento.
Tenemos estos días en Buenos Aires la Cumbre Ministerial entre la Unión Europea y la Comunidad de Estados Latinoamericanos y Caribeños (CELAC). Una ocasión para impulsar nuestra relación.

Buenos Aires será la capital de un reencuentro entre América Latina y Europa. Llevamos cinco años sin celebrar estas reuniones. Con el presidente, hemos pasado revista de los grandes temas que vamos a tratar y también de la situación en Europa provocada por la guerra en Ucrania y las consecuencias que tiene para el mundo entero.
El presidente ha manifestado una vez más una voluntad de trabajar para la paz. América Latina es un continente de paz, como lo es Europa. Yo le he agradecido el apoyo y el consideramiento que ha tomado Argentina de condenar la invasión rusa de Ucrania.

Gracias, Ministro [de Asuntos Exteriores de Argentina, Santiago Cafiero]. Muchas gracias a todos ustedes por su atención.

Se pueden imaginar la satisfacción que tengo de estar en Buenos Aires. La última vez fue como Ministro [de Asuntos Exteriores] de España acompañando a los Reyes. Ahora, Buenos Aires se ha convertido en la capital del reencuentro entre la Unión Europea y América Latina. La capital de un reencuentro donde los Ministros de Asuntos Exteriores empezarán a desarrollar lo que hemos llamado la "Ruta 23" que debe culminar con la presidencia española de la Unión Europea en la segunda parte del próximo año.

Y de aquí a entonces tenemos cosas que hacer. Tenemos que fortalecer nuestras relaciones bilaterales por supuesto, pero también regionales. Tenemos la asignatura pendiente del [Acuerdo con el] Mercosur, que yo sigo considerando un Acuerdo con importancia estratégica y por la que hay que trabajar identificando los problemas que todavía subsisten y buscándoles solución en un diálogo como el que hemos iniciado esta tarde, entendiendo los pros y los contras de cada una de las partes. Espero que, de aquí a fin de año, podamos poner sobre la mesa unos planteamientos que respondan a un esfuerzo conjunto de las dos regiones para afrontar los problemas ambientales.

Uruguay: HR/VP Borrell discusses way forward for Mercosur Agreement and avenues for enhanced cooperation

High Representative/Vice-President (HR/VP) Josep Borrell visited Uruguay for the first time on 24 October, as part of a regional tour to strengthen both bilateral and bi-regional relations between the European Union and Latin American and Caribbean countries.

During the meeting with President Luis Lacalle Pou, HR/VP praised the long-term stability, reliability and cohesion of Uruguay and its strong partnership with the EU. As Uruguay holds the rotating presidency of Mercosur, they also discussed the EU - Mercosur Association Agreement. The HRVP underlined the strategic nature of the agreement and the EU's strong commitment to advance towards a conclusion , as a means to strengthen dialogue, cooperation and trade between both regions. Moreover, HR/VP reiterated to President Lacalle Pou the EU's goal to strengthen EU-CELAC (Community of Latin American and Caribbean States) relations, with Uruguay being a fundamental partner to bring positions between the two regions closer together.

Uruguay: Declaraciones del Alto Representante/Vice-Presidente Josep Borrell tras el encuentro con el Presidente Luis Lacalle Pou

Muchas gracias, Ministro [de Asuntos Exteriores, Francesco Bustillo]. Es un placer estar en Uruguay, aquí en Montevideo, este es mi tercer viaje a América Latina como Alto Representante de la Unión Europea. Es también la primera vez que un Alto Representante de la Unión Europea efectúa una visita bilateral oficial a Uruguay. En eso, tiene mucho que ver mi amigo Francesco [Bustillo] que siempre ha estado invitándome y ofreciéndome esta posibilidad.

Quiero agradecer al Presidente [de Uruguay, Luis] Lacalle [Pou] que me haya recibido.

Hemos tenido una larga conversación sobre los asuntos de actualidad, los que afectan a la relación entre la Unión Europea y Uruguay - naturalmente también en el entorno de Mercosur - y por los acontecimientos que agitan hoy el mundo: la guerra en Ucrania y las ondas de choque que esta guerra está lanzando y que afectan a la comunidad internacional en términos de altos precios de la energía, de los alimentos y de inestabilidad política.

Lo primero que les quiero decir, sobre todo después de la conversación con el presidente, es que Uruguay es seguramente el país latinoamericano con el que compartimos un mismo modelo político y un modelo social más parecido.

On 20 June, the European Parliament Delegation for relations with Mercosur and the Bureau of the Mercosur Parliament (PARLASUR) held an interparliamentary meeting at which we exchanged views on various aspects of the bilateral partnership, particularly the Mercosur-European Union Association Agreement.

Firstly, we wish to stress the meeting's importance and timeliness, as a useful tool for deepening political, economic, social and human relations between the peoples of both regions, and we commit to do all in our power to maintain regular contact and to strive to meet towards common objectives.

We reiterate the value of intra-regional and inter-regional integration agreements, with the overall objective of achieving progress and sustainable development, as a driving force for breathing new life into and strengthening political dialogue and the post-pandemic recovery, as well as boosting job creation and business and investment opportunities.

We thus agree that the relationship between our regions needs to be formalised at the highest level and that the broad spectrum of our relations needs to be regulated in all areas. We therefore consider it essential that an ambitious, fair and balanced association agreement between the European Union and Mercosur is approved as soon as possible. We thus urge the relevant authorities to submit without delay a final text of the Association Agreement concluded in June 2019 to our respective regions' decision-making bodies for discussion and approval.

We further wish to underline our willingness to step up cooperation to address climate change and biodiversity loss as a top priority for both regions, as well as the need to foster a real transformation in our societies and economies to make them more just, sustainable and resilient, in accordance with the provisions of the UN 2030 Agenda and the Paris Agreement on climate change, among others.

Lastly, we reaffirm our commitment to the sovereignty, political independence, unity and territorial integrity of Ukraine within its internationally recognised borders, and demand that the Russian Federation immediately cease the use of force against Ukraine, withdraw all its military forces from Ukraine's territory and ensure respect for human rights and international humanitarian law. We also show our solidarity with the people who have suffered from the effects of the war in Ukraine and our appreciation to all individuals and organisations who have provided assistance to Ukrainian citizens who have fallen victim to this war. We undertake to work together to alleviate, inasmuch is possible, the consequences for our societies of this conflict, such as the energy, supply and food crisis.

In my quality as Chair of the Delegation of the European Parliament for Relations with Mercosur, I would like to express my firm condemnation of the attacks against Juan Guaidó and his team during their visit to the State of Cojedes, in Venezuela. I urge for an impartial investigation of these acts and to hold those responsible accountable.

Threats to, and violence against, political actors run counter the spirit of dialogue, negotiation and conciliation which is needed in Venezuela to overcome the serious political, economic, social and humanitarian crisis that this country has been suffering for years.

Therefore, I call for the respect of all political and social actors, including journalists, so that progress can be made, by means of dialogue, towards a political, peaceful and negotiated solution brought about by Venezuelans.
