The hearing provided evidence and guidance for better implementation of the Eel Regulation. European eel is a migratory species with a unique life cycle. Between their spawning phase and pre-reproductive stage, European eel migrate from the Northwest Atlantic to the coasts of their distribution range and continental waters. European eels are declining globally due to a combination of natural causes and human activity that impact the stock and its habitats at different life stages.

The Eel Regulation (2007) establishes measures for the recovery of the European eel stock. The Eel Regulation obliges Member States with river basins in their national territory that constitute habitats for the eels, to establish and implement Eel Management Plans (EMPs).
In particular, an EMP may contain measures, such as reducing commercial fishing activity, restricting recreational fishing, restocking measures, structural measures to make river passable and improve river habitats, transportation of silver eel from inland waters, combatting predators, measures related to hydro-electric power turbines, aquaculture, as well as any other measure necessary for the achievement of escapement target. This means that management measures should reduce mortality from human activity to ensure the escapement to the sea of at least 40% of adult eels relative to the escapement levels that would have existed in the absence of human influences.

On Tuesday, 27 June 2023, the Committee on Fisheries held a public hearing entitled "The implementation of the Eel Regulation 1100/2007". The hearing would provide evidence and guidance for better implementation of the Eel Regulation. European eel (Anguilla anguilla) is a migratory species with a unique life cycle. Between their spawning phase and pre-reproductive stage, European eel migrate from the Northwest Atlantic to the coasts of their distribution range and continental waters.

On 27 June 2023, the Policy Department for Structural and Cohesion Policies presented a new study entitled "Animal welfare of farmed fish".

The study investigates the welfare of the main fish species reared in the European Union, and highlights current knowledge on fish welfare, knowledge gaps, fish needs and husbandry methods of concern for fish welfare. The study focuses on production systems and production phases in a species-specific way. Research includes a literature review, an evaluation of the regulatory framework, a stakeholders' consultation, case studies and a SWOT analysis. Conclusions and policy recommendations relevant to EU decision-making are provided.

On Wednesday 24 May 2023, the Committee on Fisheries held a public hearing entitled "The future of fishing - How to promote income diversification and facilitate access to EU funding for fishers".

The Commission recently proposed a controversial "action plan" to conserve fisheries resources and protect marine ecosystems, along with other initiatives implementing the European Green Deal. Considering its potential impact on fishing activities and the many challenges the fisheries sector is facing right now, notably the rise in fuel price, we need to think in a more focused way about the future of EU fisheries. What transformations are needed to ensure economically and environmentally viable fisheries in the future? Important goals would be to diversify the fishers' income basis and to facilitate their access to EU funding, in particular for the small-scale segment of the fleet.
