Highlights - Public hearing on Financial assistance to Africa and Latin America - Committee on Budgets

The BUDG Committee, together with Members of the AFET and DEVE Committees, will discuss the EU budget and its impact on EU external action in Latin America and Africa. Speakers will delve into some of the possibilities to increase the impact that the EU budget has in the regions in order to enable them to achieve sustainable and inclusive development and to future-proof their societies.

The first panel will focus on financing strategic partnerships and cooperation with Latin America. The speakers will discuss the EU's role as a leading partner in the region and its support for initiatives promoting sustainability, inclusive development and innovation. The first panel will also present the EU's ongoing and prospective cooperation in providing funding to Latin America, for instance with institutions such as the European Investment Bank or the Inter-American Development Bank in Europe.

The second panel will discuss the EU's financial assistance and cooperation with Africa. This debate will be set against the background of reoccurring crises in the continent, such as the food crisis at the beginning of 2023, as well as the EU's increasing ambitions aiming at developing a permanent partnership with Africa in the post-Cotonou era. The speakers will focus on the financial capabilities of the EU to provide the necessary funding for sustainable transformation.

Highlights - Vote on support to 603 displaced Belgian workers – 29.06.23 - Committee on Budgets

The Committee on Budgets will vote on a proposal to mobilise the EGF for €2.2 million to support 603 dismissed workers from Logistics Nivelles in Belgium. The European Globalisation Adjustment Fund (EGF) aims to provide support to people losing their jobs as a result of globalisation and of technological and environmental changes.

The COVID-19 pandemic and the Russian war of aggression against Ukraine have reduced economic competitiveness and have a negative impact on economic growth in Belgium.

The rapporteur for the file is Eleni Stavrou (EPP).

The Committee on Budgets will hear the Chair of the Committee on Budgets, Johan van Overtveldt, who was also the head of delegation, and the other participants of the delegation on some key take away messages from their mission to Washington on 15-18 May 2023.

Members met with a range of political decision makers and stakeholders in Washington DC to exchange views on topical issues of common interest. BUDG Members met, inter alia, with Senators and members of the House of Representatives, high level representatives of the executive branch (Treasury, White House Budget Office) as well as the IMF, the Chamber of Commerce and the Brookings Institute.

Highlights - Rapporteur's analysis of the Draft Budget 2024 - 28.6.23 - Committee on Budgets

The Committee on Budgets will hear the presentation by Siegfried Mureşan (EPP) on his working document analysing the Draft Budget 2024. The presentation will take place in the context of the Commission's recent adoption of the statement of estimates for the year 2024 and their presentation to the Members of the Committee on Budgets on 7 June 2023.

The working document contributes to the preparation of Parliament's reading of the budget and of the subsequent budgetary negotiation. The next budgetary trilogue is to take place on 18 July, where the Council's reading and Parliament's initial assessment of the Draft Budget for 2024 will be discussed. Parliament will adopt its reading in autumn, thereby triggering the opening of the conciliation period, which is designed to allow Parliament and the Council to reach an agreement.

Members of the Committees on Budgets and Economic and Monetary Affairs will hold for the second time an exchange of views with Elena Flores, Chair of the InvestEU Steering Board. The InvestEU Programme provides long-term funding to companies and supports sustainable investment, innovation and job creation in Europe.

The InvestEU Steering Board has the task to oversee the implementation of the InvestEU Programme and determine the strategic and operational guidance for the implementing partners. Other duties of the Board include the adoption of the risk methodological framework, the rules of procedure of the secretariat for the Investment Committee and the rules for operations with investment platforms.

About two years after the implementation of the InvestEU Regulation, the exchange of views with Ms Flores will enable BUDG and ECON to take stock of progress so far. The first exchange of views took place on 16 May 2022.

Briefing - EU Financial assistance to Africa and Latin America 2021-2027 - PE 749.815 - Committee on Budgets - Committee on Budgetary Control

This briefing gives an overview of the different kind of EU funding for Africa and Latin America. Short explanations of the different types of funding are given and tables are provided with the different amounts targeting Africa and Latin America. The main EU budget instrument for funding for Africa and Latin America is the Neighbourhood, Development and International Cooperation Instrument - Global Europe (NDICI). Besides the NDICI there are other funds that address humanitarian aid and emergency responses. Funding is done through different means. For example, grants, loans, investments and budget support. All these different types of funding have their pros and cons and target different issues in the partner regions. For 2024, the European Commission is planning a midterm revision of the Multiannual Financial Framework (MFF) 2021-2027. It is not yet clear if this will also have influence on the planning and implementation of the NDICI.

The question of whether the 34 decentralised European Union (EU) Agencies and EPPO are adequately equipped with human and financial resources is a recurring discussion in the different budget and discharge procedures addressing the work of the Agencies. A common issue voiced is that extensions of an agency’s mandate are not matched by a corresponding increase in available funding and human resources. In a special report on the future of EU agencies from 2020, the European Court of Auditors (ECA) comes to a similar conclusion, stating that new tasks for the agencies rarely come with an adequate number of additional posts in the establishment plan. Further issues relevant in the context of EU agencies and their management are the increasingly important role of Contract Agents (CAs) as part of the Agencies’ structural workforce, problems with finding suitable staff in certain policy areas and in Member States with lower remuneration due to lower correction coefficients and the use of interim staff and “revolving doors”. By providing and discussing a variety of available statistics and data as regards the financial and human resources of decentralised agencies, this briefing aims to give a comprehensive overview regarding this issue. First, this briefing shows broader trends of staff developments in the EU decentralised Agencies. Then, it considers other issues related to personnel and staffing, before finally focusing on budgetary trends.

Highlights - Long-term reinforcement of the EU budget: mid-term review of the MFF - 27.6.23 - Committee on Budgets

The Committee on Budgets will host a presentation by Commissioner Hahn on the mid-term review of the Multiannual Financial Framework proposing targeted reinforcements in a limited number of priority areas.

The Commission's main objectives include inter alia securing continuous financial support for Ukraine, reinforcement of financing for migration and external challenges, as well as funding for key technologies like deep and digital, clean tech and biotechnology under the initiative Strategic Technologies for Europe Platform.

Commissioner Hahn will also present the Commission's proposal for the second package of own resources, which consists of a statistical-based own resource on company profits as well as an adjustment of the ETS own resource.
