To mark World Refugee Day at the European Parliament, the LIBE, DEVE, and DROI Committees are jointly hosting an exchange of views, focusing on forgotten crises as well as the importance of inclusion and finding solutions for displaced people who have found refuge in a foreign country.

Members will have the opportunity to hear and discuss with a panel of guests composed of Mr Bahati Mnyci, originally from the Democratic Republic of Congo and a refugee in Zimbabwe since 2003, who is now completing a Master's degree in Italy and will share his lived experience of forced displacement as well as the impact education has had throughout his life; Ms Yasmine Rockenfeller, Chief of Global Issues Unit in the UNHCR Brussels office; as well as Mr Francesco Luciani, Head of Unit for "Migration and Forced Displacement" in the Commission's Directorate-General for International Partnerships and Ms Esther Pozo Vera, Head of Unit for "Asylum" in the Commission's Directorate-General for Migration and Home Affairs.

Midway of the 2030 Agenda for Sustainable Development, the High-Level Political Forum 2023 marks a pivotal point in the achievement of the Sustainable Development Goals (SDGs). The impact of the multiple crises of the past years, as well as the interlinkages and synergies of the SDGs present both challenges and opportunities for a systemic approach towards our common objectives. For the global community not to lose the progress in this global decade of action, there is a need for the EU to take the lead, both in domestic policies and international cooperation. Conclusions from the Eurostat Monitoring Report 2023, Sustainable Development Report 2022 and civil society analysis point to the EU’s progress on social-economic SDGs, and notes insufficient progress on environmental objectives and global partnerships. Thus, there is a strong need for policy coherence, financing frameworks and political will to ensure the implementation of the 2030 Agenda and the objectives set out in the Paris Climate Agreement.

This hearing will serve to prepare the joint report on “Implementation of the Neighbourhood, Development and International Cooperation Instrument (NDICI) – Global Europe", two years since the beginning of the MFF 2021-2027 and the entry into force of the regulation.

This has taken place in a challenging global context marked, among others, by the consequences of the Covid-19 pandemic and by Russia's war of aggression against Ukraine. The hearing, and report, will enable the Parliament to provide recommendations ahead of the mid-term evaluation of the Global Europe instrument, which the Commission shall conclude by the end of 2024.

The hearing will be moderated by Tomas TOBÉ (EPP, DEVE Chair), Pedro MARQUES (S&D, AFET), Charles GOERENS (Renew, DEVE) and Eider GARDIAZABAL (S&D, BUDG).

Impacts of the COVID-19 pandemic and of Russia's war of aggression in Ukraine have dealt heavy blows to developing countries at a time when they were already struggling with unsustainable debt burdens.

More than half of low-income countries are in debt distress or at high risk of getting there, according to the IMF, and a fourth of emerging market countries are at high risk. Increasing debt payments mean fewer resources for public services, economic recovery or climate resilience.

Many governments issued bonds, financed by local banks, to cushion themselves from the impact of COVID-19, leaving governments indebted to local banks and crowding out lending space for the private sector.

The hearing will analyse the debt crisis faced by developing countries, its impact on development, possible ways forward to allow for debt relief and debt reduction and what action the EU and its Member States could and should take.

Highlights - DEVE ad-hoc delegation to Zambia - Committee on Development

A delegation of four Members from the DEVE Committee will travel to Zambia from 19 to 21 June 2023. The delegation will be led by MEP Pierrette Herzberger-Fofana (Verts/ALE, Germany) and will be carried out jointly with the EU Commissioner for international partnerships, Jutta Urpilainen, making it the first ‘Team Europe’ development mission involving both the Parliament and the Commission.

The EU maintains excellent relations with Zambia, having hosted President Hichilema in plenary in June 2022, which plays a key role in the Southern African region, and which shares EU democratic values. The country has initiated a series of economic and social reforms, to overcome the issue of the debt, which increased considerably during the Covid period.

This is why the objectives of this mission are numerous and revolve around the issue of debt and scrutiny of the programs implemented by the European Union to support the development of the country, particularly in the sectors of education, agriculture, food security and resilience to climate change. Members will also look at the role of the private sector and the implementation of the "Global Gateway" initiative in Zambia and meet with civil society, government and the Parliament.
